The Government intends to enter into a service contract for the F-16 Block 50 Commercial Training Simulation Services (CTSS) Program through full and open competition to provide a training capability for aircrews using F-16 Block 50 systems. The F-16 Block 50 CTSS program shall provide a Distributive Mission Training (DMT) capability for the F-16 Block 50 units in Air Combat Command (ACC) employing a CTSS approach, similar to the F-15C Aerial Combat Enhanced Simulation (ACES) contract, awarded Nov 1997. The F-16 Block 50 CTSS program will provide a training service with a four-ship network of trainers at Shaw Air Force Base with 360 degree visual systems, high fidelity flight and weapon simulations, the ability to network with other aircraft simulators, and the ability to network with constructive and actual command, control, and intelligence systems. The F-16 Block 50 CTSS contract will allow the Government to buy a service (Trainer time), versus a device or hardware. The contractor shall own all hardware and software, and be responsible for all trainer concurrency and technology upgrades with the current aircraft configuration. Instructors and courseware will be provided by the Air Force. The Air Force does not intend to acquire the hardware or software but merely to buy training capability on a cost per training hour basis. The contractor shall be responsible for system operation instruction; system maintenance; product baseline management; training system modification; and system availability. The contractor shall maintain the training devices concurrent with the changing configuration of the fielded F-16 Block 50 aircraft and insert new technology, as it becomes available. The service is expected to be placed on contract in the 2nd Quarter FY99 with service commencing as early as Jan 2001, concurrent with the delivery of M2+ version of the Block 50 software. Your company is invited to participate in a Industry Day on 28 May 98 and Industry Week from15-19 June 98 joint user/program office/Industry team effort to develop the evaluation standards to be held at Wright-Patterson AFB, OH. Topics to be discussed at this meeting are expected to include the requirement; associated risks; contracting strategies; source selection criteria; financial arrangements; and schedule. The results of this meeting will affect significant aspects of both the acquisition strategy and the resultant solicitation/contract. Because of limited space, it is requested that representation from potential contractors be limited to five individuals each. As a minimum, the selected contractor shall be required to hold a Top Secret/SCI facility and personnel clearance in order to participate on this program. Foreign sources/contractors are excluded from being selected as prime contractor on this effort. As stated above, the government intends to contract for the acquisition of training flight hours only, and anticipates adequate price competition will be sufficient to justify price reasonableness. As part of the source selection process, the government will require interested parties to demonstrate existing capability in order to assess the realism of the proposed schedule and prospective training utility. An ombudsman has been established for this program. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not use-established channels to communicate concerns during proposal development phase of the acquisition.
