to issue a Request for Offer (RFO) for the phased removal and
replacement of the cooling towers at the Central Chilled Water Plant,
Building 24 at the Johnson Space Center, pending receipt of FY 1999 and
FY 2000 funding. Phase I consists of removal and replacement of three
cooling tower cells (#4, 5, and 6), basins, pumps, electrical power,
etc., and the addition of two new cells (#5 and 6) with associated
piping, pumps, and electrical power and must be completed by April 30,
1999, based on Notice to Proceed no later than November 1, 1998.Phase
II consists of removal of three cooling tower cells (#1, 2, and 3)
basins, pumps, electrical power, etc., and the addition of three new
cells (#1, 2, and 3) with associated piping, pumps, and electrical
power and must be completed by April 30, 2000, based on a Notice to
Proceed no later than November 1, 1999. The order of magnitude for the
procurement is between $1,000,000 and $5,000,000. This procurement is
part of the Small Business Competitiveness Demonstration Program and
is being conducted using the NASA Midrange procedures. The SIC Code and
small business size standard for this procurement are 1711 and $7.0M
for a three year period, respectively. The DPAS Rating for this
procurement is DO-C2. The contract will be awarded using "best value"
selection criteria with past performance and relevent experience and
cost being of equal importance.The construction contractor will be
allowed 180 calendar days to complete each phase of the project. The
contractor will be required to commence work under this contract within
10 calendar days after written notice to proceed. The anticipated
release date of RFP 9-BJ33-T13-8-10P is on or about June 15, 1998 with
an anticipated offer closing date of on or about July 24, 1998.The
firm date for receipt of bids or offers will be stated in the RFP. All
QUALIFIED responsible sources may submit a bid which shall be
considered by the agency.An ombudsman has been appointed -- See
Internet Note "B".The solicitation andany documents related to this
procurement [with the exception of the specifications and drawings]
will be available over the Internet. These documents will be in
Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format
