This solicitation will be issued on an unrestrictive basis in accordance with DOD FAR Clause 252.219-7008. Replies are requested from all concerns as well as from large business concerns. The magnitude of this project is between $100,000 and $250,000. Work includes but is not limited to the following: removing existing taxiway guidance signs, installing new FAA size 3 taxiway guidance signs and Tacan sign, provide new dry type constant current regulator 10 Kva, 480 Volt input, 6.6A output, Five step, 48 Volt DC control, and up size feeder breaker to 30A, 2 pole, 480V at Seymour Johnson AFB NC 27531. The performance period is approximately 210 calendar days. This is a competitive negotiated best value acquisition. Award will be made based upon the best value to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the low proposed price. Only one proposal may be submitted by each offeror. Offerors should submit proposals that are acceptable solely on the basis of the initial offer. The Government may proceed with award of the contract without further discussion. However, the Government may request additional information from offerors that it considers to have a reasonable chance of being selected for contract award, and may discuss proposals with offerors. The Government will evaluate all proposals. Evaluation factors of equal importance are (1) experience in airfield lighting systems (2) past performance and (3) price. Solicitations will be available on or about 10 Jun 98.
