D -- READINESS APPLICATIONS SUPPORT SOL DCA100-98-R-0039 DUE 070798 POC Ms. Charlotte Hunter, Contract Specialist, (703)607-6892 or Ms. Karen Erickson, Contracting Officer, (703) 607-6907 The Defense Information Systems Agency (DISA) has a requirement for readiness applications support to support the validated automated data processing (ADP) system requirements of the Joint Staff (JS) through the Joint Requirements Program (JRP). This system support includes: analysis, database design, software development (as it applies to development for the purpose of maintaining or enhancing readiness applications support systems), technical and user documentation, testing, software/file maintenance, modification, enhancements and ongoing and ad hoc (user specified) operational support to the command and control (C2) ADP systems. This requirement will be competed as a 100% Small Business Set-Aside. The size standard associated is SIC Code 7379, with a small business size standard of $18 million. The Statement of Work (SOW) identifies eighty percent (80%) of the work as defined work and twenty percent (20%) as undefined task order effort. A single Cost Plus Award Fee contract will be awarded. The Government intends to award the contract for an initial twelve (12) month period, with options for four (4) additional consecutive twelve (12) month periods. Offerors will be evaluated on the basis of their record of past performance, technical/program management/personnel/corporate capabilities and proposed cost. With regard to relationships between contractors, the same subcontractors shall not be proposed by multiple prime contractors, nor be a prime contractor and a subcontractor on different teams. A TOP SECRET security clearance is required and all work in the SOW will require the position sensitivity designation of ADP-II. A reading library will be available via the Internet.
