James, Contract Specialist, (206)553-7693 The Seattle Regional Support Office (SRSO), Office of Energy Efficiency and Renewable Energy (EERE) of the U.S. Department of Energy (DOE) plans to acquire one year of contract services, by means other than full and open competition, with Washington State University (WSU) in the amount of $845,003. The nature of this acquisition is such that full and open competition is precluded since WSU is the only firm qualified to provide the necessary continuity of services until an award can be made through the regular competitive process. WSU has the requisite number of personnel possessing familiarity with the requirements, required skills and training, and who are available to provide continuity for services pending the award of a competitive follow-on contract. The WSU staff, through years of constant contact with the SRSO personnel responsible for this requirement, is cognizant of the current detailed status of each project and can proceed without interruption. To consider the solicitation of offers from firms other than WSU at this time would create both a break in services and a loss of productivity resulting from the insertion of an interim contractor.
