PITTMANWM@STATE.GOV. The Department of State has a requirement for the
contractor to provide all labor, materials and equipment required to
perform engineering consulting, testing, and repair tasks for
preventive maintenance of low & medium voltage electrical equipment
(PMLMVEE). Typical low and medium voltage electrical equipment includes
switches, transformers, cables, terminations, switchgear, and
protective relays. The contractor shall travel to designated foreign
facilities to assist Department of State teams in performing the
initial PMLMVEE, or to perform in its entirety the initial PMLMVEE.
Testing shall be performed in accordance with the electrical equipment
manufacturer's instructions, the appendices to the statement of work,
and applicable NEMA, ASA, ANSI and ASTM standards. The contractor
shall be required to prepare a trip report following the initial
PMLMVEE. The contractor shall be required to travel to designated
foreign facilities to correct the deficiencies reported in the initial
report and to prepare a report of all corrected deficiencies. The
contractor shall provide all hand tools, meters, supplies, cameras, and
any other apparatus necessary for PMLMVEE, including transportation of
equipment to and from the designated site. The contractor's team shall
include a managing registered professional engineer, and certified
testing/repair technicians or equivalent. The successful contractor
will be required to have or be able to obtain U. S. Department of
Defense security clearances, SECRET level or higher for all personnel.
If calssified documents are generated as a result of the PMLMVEE, the
contractor shall store, handle, transmit, and mark them in accordance
with DOS requirements. The period of performance will be one year with
two one-year options. The estimated date for release of the
solicitation is thirty days from the date this notice is published and
proposals will be due 30 days after solicitation release. SIC code:
