is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
DEA-98-Q-0022 and the solicitation is issued as a Request for Quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through the Federal Acquisition Regulation
Circular 97-04. The Standard Industrial Classification (SIC) is 3571
and the small business size standard is 1,000 employees. The DEA
intends to make a SOLE SOURCE award to Printrak International, Inc. in
Anaheim, California, pursuant to FAR 6.302-1, for the acquisition of
it's Printrak Input Station 2000 (IS 2000U) automated fingerprint
identification system (AFIS). The acquisition consists of the following
mandatory requirements: CLIN 0001 -- 1 each of Input Station, IS 2000U:
Control computer subsystem workstation designed to perform tenprint
card input, latent input, assign and edit print classification and
minutiae, initiate tenprint searches, initiate latent searches, verify
tenprint identifications, verify latent identifications; a flatbed
scanner with single pass, 500 dpi, 256 grey levels, with a throughput
of 80 cards per hour; a latent scanner with real-time video, 500 dpi,
256 grey levels, with a throughput of 10 per hour; images shall be
displayed in 128 levels of gray, provides auto-calibration and
interactive adjustments of iris, focus, and top/back illumination,
aperture control which allow the operator to repeatedly capture the
same image without moving the print to obtain the best possible image
clarity for each portion, and image enhancement toolset which include
side-by-side zoom, on-screen rotation, 2 multi-level on-screen contrast
and brightness controls; workstation employing X WINDOW/MOTIF, with the
AFIS application software package running on the UNIX operating system
and adhering to the Open System Foundation (OSF) standards; CLIN 0002
-- 1 each of an ergonomic workstation desk and chair; CLIN 0003 -- 1
each of the applicable remote communications package; CLIN 0004 -- 1
each of a network photographic quality color video printer. The above
equipment shall include a 12 month warranty, installation, and any
needed training. Delivery shall be made to: Drug Enforcement
Administration, Southeast Laboratory, 5205 N.W. 84th Avenue, Miami,
Florida, 33166, Attn: Mr. Thomas J. Janovsky. Delivery shall be made
within 9 months of receipt of order. The proposal shall be in
accordance with the instructions set forth in FAR provision 52.212-1,
"Instructions to Offerors -- Commercial Items". The proposal shall
include the information required in FAR provision 52.212-3, "Offeror
Representations and Certifications -- Commercial Items". FAR clause
52.212-4, "Contract Terms and Conditions -- Commercial Items", applies
to this acquisition. FAR clause 52.212-5, "Contract Terms and
Conditions Required To Implement Statutes or Executive Orders --
Commercial Items", is applicable to this acquisition and the following
additional clauses within are also applicable: 52.206-6, "Contractor
Identification Number-Data Universal Numbering Systems (DUNS) Number.
