JOANNE.TARR@ssa.gov. This is a REQUEST FOR INFORMATION: When responding
to this announcement, respondents should refer to MSJT698. The Social
Security Administration is seeking service providers of Microsoft
Support for Developers. This requirement will provide for the proactive
and reactive support necessary for the implementation of SSA software
into the IWS/LAN infrastructure. Under the National IWS/LAN contract,
SSA is provided Microsoft Premier Support, which is a 12-month
subscription-based offering which is targeted for the infrastructure
needs. This support has been instrumental in the day-to-day meshing of
Microsoft products into SSA's client base. In addition, SSA has used
Microsoft Consultants, under a five-year contract to provide support
which is outside the scope of the Premier Support. Many of the SSA
requirements address the ongoing needs of the developer community
including specific application development and implementation focused
on the SSA environment and mandates a dedicated presence that works
with the requestor for the entire year on pro-active development
issues. The services required include the following: 1)General
Development Consulting- On-line access to a dedicated Application
Development Consultant (ADC) with "How To" answers and specific
guidance on application and code issues (minimum of 85 hours). This
service must be allowed for up to 4 SSA users for access to the ADC,
Service Desk, WebResponse for incidents and access to a toll-free
dedicated line for incidents (minimum of 25 per year); 2)Architecture
Review- Minimum of one review per year which is estimated at 40 hours
of support; 3)Annual subscription to Microsoft TechNet and Microsoft
Developer Network; 4)Quarterly status reports. The support provided
must be at a very high level, providing a dedicated developer, with at
least 5-10 years of enterprise development experience, able to work in
a proactive fashion to assist the SSA development team. The support
must also include direct access to the software development team at
Microsoft in order to expedite and assist SSA in the development of its
interface applications. The experience of the ADC must also include a
consulting background, and specific abilities in the areas of system
and application architecture and methodologies, transaction processing,
message queuing, and multi-vendor technology knowledge. The emphasis of
this support is proactive, with a dedicated escalation process that can
place SSA at the top of the queue for problem solving. Additionally,
the services provided for these minimum requirements must be able to be
customized and made interchangeable to accommodate SSA's ever changing
environment. Any responsible firm that feels it has the capability to
provide the services, and who meets the requirements as stated herein
may respond to this RFI. Respondents should provide details, clearly
stating the ability to provide such services and submit technical
literature substantiating your firms capability to meet all of the
aforementioned requirements. Responses should be submitted to the
address cited at the beginning of this notice within 15 calendar of the
