necessary Program Management and Project Engineering effort to respond
to fleet sustainment related customer requests including working
groups, action teams, and informal planning meetings, Rough Order of
Magnitude (ROM) estimates, preparation of draft Statements of Work
(SOWs), Engineering Coordination Memorandums and Engineering Change
Proposals (ECPs) in support of the OH-58D Kiowa Warrior Control Display
System (CDS). Authority and Justification for other than full and open
competition is 10 U.S.C. 2304(c)(1). The proposed procurement is for
services and supplies which cannot be obtained through full and open
competition because only one responsible source is capable of
satisfying the Agency's requirements, FAR 6.302-1. The intended source
is Honeywell, Incorporated, Defense Avionics Systems, Albuquerque, New
Mexico 87113-2227, the only known source capable of performing this
work in the timeframe required to satisfy the Army's minimum needs. The
period of performance for this effort is July 1, 1998 through 30 June
1998. All responsible sources may submit a proposal which shall be
