NASA/JSC intends to purchase the items from David Clark Company, Inc. because they are the only company that has the documentation, equipment, personnel expertise, and facilities required for the ACES enhancement development. No other contractor is presently certified to supply a suit meeting ACES performance requirements according to the NASA certification plans and procedures. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. RFP will be released on or about 30 days after publication of this synopsis in the CBD. Firm date for receipt of proposals will be stated in the RFP. All responsible sources may submit a proposal which shall be considered by the agency.
