seeking a concessioner to continue operations that provide
recreational services for the public within Jamaica Bay Unit of Gateway
National Recreation Area, Brooklyn, NY. Current operations consist of
a 75-tee golf driving range, a miniature golf course, eight tennis
courts, baseball batting facilities, an amusement game center and two
vending machines. Pro shop merchandising facilities and a snack bar are
authorized services that are not currently in operation. The existing
concessioner has a Right of Preference in renewal of its concession
authorization. If the existing concessioner submits a responsive offer,
they will have the opportunity to meet the terms and conditions of any
offer considered to be the best responsive offer on an overall basis.
If the existing concessioner agrees to meet the terms of the best
responsive offer, the existing operator will be selected; otherwise,
the best offer will be selected for award of the concession contract.
The term of the proposed concession contract is ten years. The
concessioner will be required to pay the National Park Service a
franchise fee equal to ten percent (10%) of the first $500,000 of the
concessioner's gross receipts for the preceding year or portion of a
year, fifteen percent (15%) of next $250,000 of gross receipts, and
twenty percent (20%) on the gross receipts exceeding $750,000. In
addition, the existing concessioner has contractual rights of
compensation for real property and personal property held for the
purpose of operating the concession. The payment of compensation for
this property is the responsibility of the offeror. The existing
concessioner's estimated value of its personal property is $291,445.
The government's estimate of the compensation due the existing
concessioner for real property improvements is $1,022,000. Gross
receipts for the past three years were: 1997 $509,375; 1996 $479,495;
1995 $497,949. The existing concessioner is Ms. Rita Lauro, President,
Shields and Dean Concessions, Inc., 3200 Flatbush Avenue, Brooklyn, NY
11234. Interested parties may obtain a copy of the Prospectus for this
opportunity by submitting a $50.00 check or money order, payable to
the National Park Service, with their request to National Park Service,
