Proposal for a regional service enhancement activity (RSEA) to better understand and respond to what standards of practice, or benchmarks are currently utilized for family planning within the universal health care system, how those standards are measured for family planning in order to improve the delivery of family planning services. RSEA will identify standards and performance measurements of traditional public health family planning services which can be used to compare these services with current actual delivery of services in the non public health arena. RSEA will develop and implement appropriate service delivery models. RSEA is to assist family planning clinics in identifying, evaluating, and improving delivery of family planning service using common measurements of standards of care to address the categories of administration, finance, clinical services, and community outreach.
