Security and Counterintelligence Directorate (DSC), Ballistic Missile
Defense Organization (BMDO), serves as the BMDO point of contact to the
intelligence community in developing and implementing policies, plans,
programs, and procedures, in intelligence support, threat assessment,
security, counterintelligence and technology exchanges. The objectives
of this procurement are to obtain the technical support needed to
protect and assure the Ballistic Missile Defense Organization (BMDO)
infrastructure and to safeguard Department of Defense and BMDO funded
and managed missile defense Research, Development, and Acquisition
(RD&A) programs, and various BMDO projects, activities, data,
information and information systems. The contractor will accomplish
work in the areas of Information Security, Physical Security,
Communications Security, Personnel Security, Industrial Security,
Security Education and Awareness, Sensitive Compartmented Information
and Special Access Program Security, Classification Management,
Operations Security, Information Assurance, Information Systems
Security (to include hardware, software, networks, and databases),
International Security, Foreign Disclosure and Technology Transfer,
Acquisition Systems Program Protection, Systems Security Engineering
and Architecture; Risk Management (to include threat vulnerability
assessment and countermeasure implementation), evaluate security
documentation, information systems, and procedures, analyze information
obtained, recommend and develop courses of actions, and develop draft
policies based upon U. S. Government approved course of action. The
contractor shall provide specialized assistance and expertise in the
information systems arena such as networked information systems and web
site development and provide the ability to automate, as required, the
security functions as applicable to the security disciplines listed
above. The contract will be a cost plus fixed fee contract, with a base
period of two years and three one-year options. Planned contract award
is January 1999. The Government intends to post to the BMDO
Acquisition Reporting Bulletin Board (BARBB) the draft Statement of
Work, other technical description documents, and RFP information as it
becomes available. Interested parties may gain access to the BARBB via
the Internet at http://www.acq.osd.mil.bmdo/barbb/barbb.htm. DCT is
seeking capability statements from Small Business concerns to determine
the feasibility of conducting the competition as a small business
set-aside. Small businesses/small disadvantaged businesses as defined
in Standard Industrial Classification Code 8741 (Management Services)
($5M) are invited to submit to the DCT contracting office as early as
possible, but not later than 15 days after this notice, evidence of
their capability to perform the contract, including resumes of leading
personnel, indicating relevant corporate experience in the areas
specified herein to assist in a set-aside determination in accordance
with FAR 19.5. If adequate response is not received form responsible
small business concerns offering the best capabilities as discussed in
FAR 19.502-2(b), the solicitation will be issued, without further
notice, for full and open competition. Therefore, all large and small
businesses interested should indicate their status and send RFP
