Development Office is conducting a market survey to assess the
availability and potential capability to perform commercialization,
privatization, and outsourcing analysis and support of the HQ AFMC
sponsored Brooks Model. HSC/CD-1 is assessing the availability and
capability for the development and implementation of the Brooks Model
which may include a private hotel project, raw land development, base
housing, utility privatization and outleasing of Air Force capital
assets at Brooks Air Force Base. Sources should have a demonstrated
capability (in no specific order of preference) in formulating and
implementing privatization strategies for the Department of Defense
(DoD), government commercialization/privatization/outsourcing project
planning, conducting financial and market analyses for DoD capital
assets, advisory services for private and public development,
experience working with city governments, developing cost-effective
leasing strategies for DoD entities, drafting supporting documentation
for government solicitation packages, can demonstrate past use of and
current linkages to networks of regional and national real estate
developers interested in public-private developments, has experience in
structuring and negotiating complex public-private development
agreements, has successfully guided public-private development projects
through completion of construction to opening, and demonstrated real
estate law expertise. Sources must have immediate documented past
experience within the previous three years in the areas listed above to
be considered. Sources should be familiar with DoD privatization
activities outside of Brooks AFB, including efforts undertaken by other
Air Force bases, the Army, and the Navy. Sources must be able to roll
other DoD best practices and lessons learned into strategies for
commercialization and privatization on Brooks Air Force Base (AFB),
Texas. Source must be currently involved in providing guidance to U.S.
military departments' in their privatization programs, including
guidance which has led to successful, completed privatization projects
and programs. Sources should have the ability to deliver an outleasing
plan for available space on Brooks AFB within 45 days of contract
award. Sources should be able to develop and submit land use ideas
incorporating community, environmental, and Brooks mission elements
within 30 days of contract award. All responsible sources should submit
capability statements/packages and any other appropriate information
