The project also includes the replacement of approximately 3280 cubic yards of concrete. Acquisition will be through competitive negotiation procedures with qualified offerors. The areas of evaluation and their relative rank order is stated in section M of the solicitation. The government will award a contract resulting from the solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the government considering price and past performance. Performance period for this project is 120 calendar days, 30 calendar days for the submittal phase and 90 calendar days for the construciton phase, including projected inclement weather days. Liquidated damages will apply to both phases of work. General working hours are weekdays 7:30 A.M. to 4:30 P.M. excluding federal holidays. The SIC Code is 1771. Estimated construction cost is between $1,000,000.00 and $5,000,000.00 and shall be bid lump sum. The work is located in both restricted and controlled areas, flightline escorts will be required.
