includes but, is not limited to the furnishing of plant, labor,
materials, tools, equipment, transportation, services, and incidental
items in accordance with the drawings and specifications. Contract
includes but is not limited to the renovation of the majority of the
fifth floor of Wilford Hall Medical Center, Lackland AFB, TX. Statement
of Work includes providing a new 30 bed Neonatal Intensive Care Unit
(NICU) and Nursery and Labor, Delivery, Recovery, and Postpartum (LDRP)
Unit. Work also will include Demolition, Asbestos Removal, new
partitions, HVAC work, Installation of walls with finishes, and
installation of plumbing, lighting, piping, fire sprinkler system, and
air handler unit. Project also includes providing new medical
equipment items, medical gases, and raceways for communications systems
and patient monitoring system. Project will include Basic Bid Items.
Also one or more separately priced option items may be included.
Contract will also include several separately priced line items based
on estimated quantities for Asbestos Abatement. The Standard Industrial
Code (SIC) Code for this acquisition is 1542. Small Business Size
Standard is no more than $17,000,000 average annual revenue over the
last three years. This project is subject to existing preference for
Small Disadvantaged Businesses in accordance with current FAR
requirements. The magnitude of the Project is between $5,000,000 and
$10,000,000. Solicitation is being issued on an unrestricted basis.
NOTICE: A bid bond is required for 20% of the bid price. Payment and
Performance bonds will be required from the successful bidder. Project
will include Definitive Responsibility Criteria. A Small Business Plan
will also be required if award is made to a Large Business. All
solicitation documents will be issued in electronic format only. All
documents with the exception of the Contract drawings will be posted on
the AETC Website. These documents will include the Solicitation and any
amendments, clarification letters, or other pertinent documents. All
documents will be considered issued when posted to the site. All
interested sources are responsible for frequently checking the website
to insure that they are kept appraised of all newly posted documents
to include any Amendments and changes in the bid opening date and time.
Contractors should increase the frequency of their checks of the site
as bid time approaches to insure they are appraised of any last minute
changes. Solicitation documents will be issued in Microsoft Word
version 6.0 format. Documents will not be compressed. Documents can be
viewed using any commercial software compatible with Microsoft Word
6.0. Interested sources are responsible for accessing the site,
downloading applicable files, and completing any required printing or
reproduction. Solicitation will not be issued in paper copy. Contract
Drawings will be on CD ROM and will be mailed to interested sources.
Instructions for viewing, printing, and downloading drawings from the
CD will be made available at or before the time solicitation is issued.
Drawing revisions if any will be distributed by CD, floppy disk, or by
posting on the internet. Contractors are responsible for printing
their own drawings as required. It is anticipated that the CDs will be
mailed at the time that the solicitation documents are posted on the
Web Site. Solicitation is forecasted to be issued in late June or early
July 98 with a Bid Opening Date approximately 45 days later. Sources
interested in receiving copies of the CD are required to reply to the
Contracting Office identified above in writing as soon as possible but
no later than 15 calendar days after this synopsis is issued. Request
must be by mail or fax and must include the Firm Name, Address, Phone
number, fax number, point of contact, and Email address if available.
Telephonic requests for the CD will not be honored. The official
mailing list will be compiled from those sources who have provided a
written or faxed request for a copy of the applicable CD. The website
will also contain a registration procedure. Registration for this
business opportunity is encouraged but not required to access the site.
