Officer, (703) 325-5028 This is a combined synopsis/solicitation for
commercial items in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
number is DSWA01-98-Q-0059 and is issued as a request for quote. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. This procurement
is unrestricted under Standard Industrial Code (SIC) 3531. The
provisions at 52.212-1, Instruction to Offerors-Commercial, and any
addenda, applies to this acquisition. Provision 52.212-2,
Evaluation-Commercial Items, is hereby incorporated with the following
factors to be included in paragraph (a): Low responsive, responsible
offeror. Offerors must include a completed copy of the provisions at
52.213-3, Offeror Representations and Certifications-Commercial Items,
with the offer. The clause 52.212-4, Contract Terms and Conditions,
and any addenda, apply to this acquisition. The clause 52.215-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items, applies to this acquisition. The
pricing should address the contract line item numbers as follows: 0001
(1) Field Portable, ruggedized, lightweight fast scanning
Spectroradiometer covering the 350 to 2500nm range and capable of
making highly accurate spectroradiometric measurement in the laboratory
or in the field. The unit shall come complete with a built-in notebook
computer with a 3.5" floppy drive, pentium version microprocessor,
minimum 800MB hard drive and minimum of 8MB RAM. Windows 95 compatible
user interface software shall be included as standard for data
collection, storage, and display of the full 3590-2500nm radian
reflectance spectrum in real time. The unit shall include a 1m fibre
optic input with a 25 degree field angle field of view. The unit shall
include a 3hr average output rechargeable spectroradiometer battery
pack plus an AC/DC adapter/recharger. The case shall be weather tight
(when closed) and have a shoulder carrying case and shipping trunk.
Other specs as follows: Lightweight: Less than 10kg; Spectral Range:
350-2500nm; Sampling Bandwidth: Better than 2nm for the range of
350-2500nm; Noise Equivalence Delta Radiance (NEDL): Better than 4.5
E-9 w/Cm2/nm/ster from the range of 400 to 2200nm; Spectral Resolution:
301-nm; Spectral Wavelength Accuracy: +/- 1 NM; Warranty: 1 year
including technical support (phone, fax, e-mail). Please provide
descriptive literature in writing to meet specification.1) Delivery:
All equipment shall be delivered to a location in the Washington, DC
metropolitan area no later than 17 Jul 98. A specific address will be
provided after contract award. 2) Offers are due 15 Jun 98 via fax

necessary for the Contracting Officer to issue an amendment, offerors
must provide written address information to the contract negotiator,

provided before the RFQ closing date, specifically, within two (2) days
