The National Oceanic & Atmospheric Administration (NOAA), proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with TSI, Inc. of St. Paul, MN for an integrating nephelometer with heater. The nephelometer must be compatible in physical dimensions, electrical signals, computer interface, and performance specifications with NOAA's existing TSI Model 3563. Compatibility with the performance specifications is required because the new instrument will be deployed in a duplicate sampling system at a different location, and the measurement results must be 100 percent comparable to be of scientific value. Additionally, the units are built into a 19" rack assembly that is custom-designed to connect the sample lines and electrical cables to the instrument, and any future units must fit into the assigned space with no change in the sample tubing layout and no changes in the electrical connections. The computer software for acquiring and processing nephelometer data is custom-written by NOAA, and any future nephelometers must be compatible with that software.
