combined synopsis/solicitation for commercial items is in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice.This announcement consistutes the
only solicitation, bids are being requested and a written invitation
for bids will not be issued. The Invitation for Bid Number is
263-98-B(LJ)-0030. The solicitation document and incorporated
provisions are those in effect through Federal Acquisition Circular
97-04. The Standard Industrial Classification (SIC) Code is 2835 and
the small business size standard is 500. The Government intends to
award a firm-fixed price indefnite delivery indefinite quantity
contract for a contractor to deliver to the Pharmacy Department of the
Clinical Center at NIH, on an as-needed basis lots of D-Glucose 6.6
D.2,(98% pure, DLM-349-98-SP. The material shall comply with the United
States Pharmacopeia(U.S.P.) specifications for Dextrose (Pg 483) with
appropriate allowance being made for deutrated glucose's
differingatomic weight. In addition, the material shall comply with the
requirements for "bacterial endotoxins" and "limit of
5-hydroxymethylfurfural and related substances" as described in the
U.S.P. 23 monograph for Dextrose Injection(Pg. 483). The unit of order
is per lot (1 Lot=100 grams). The minimum number of lots to be ordered
is 54 with a maximum of 270 per each contract year. The material shall
be packaged in accordance with standard commercial practices for this
type of chemical and any other applicable mandatory statutes or
regulationsfor safe packaging and shipment.The contractor shall furnish
a certificate of analysis with each shipment.The mandatory delivery
schedule is 32/lots per month.Initial delivery must be made within 30
days after contract award.Additional quantityes per monthly shipment
may be provided per mutual agreement with the Project Officer.
Inspection and acceptance of the product shall be made by the Project
Officer or his designated alternate. The provision at FAR
52.212-1-Instructionsto Offerors-Commercial applies. FAR
52.212-2-Evaluation-Commercial with the following addendum
applies:Award shall be made to the lowest responsive bidder who meets
all the Government's requirements and who has submitted the lowest
total evaluated price. Bids offering less than the required minimum
quantity,taking exception to the mandatory delivery requirements or not
offering firm-fixed pricing will be determined to be nonresponsive and
will be rejected. Bid prices will be evaluated by multiplying the unit
price times the minimum number of units to be supplied during the base
contract period to determine the total evaluated price for this
period. The total price for all options will then be added to the total
price for the basic requirement in order to determine the lowest
overall evaluated price.A completed copy of the provision at FAR
52.212-3-Offeror Representations and Certifications-Commercial Items
with its bid.FAR 52.212-4 with addenda applies: The base period of
performance is for twelve months from award with four 12 month options.
FAR clauses included are: FAR 52.217-9;FAR52.216-22;FAR 52.216-18;FAR
52.216-19,FAR 52.216-21. The clause at 52.212-5,Contract Terms and
Conditions Required to Implement Statutes or Executive Orders applies
with the following FAR clauses included: FAR 52.219-8;FAR 52.219-9;FAR
52.222-26;FAR 52.222-35;FAR 52.222-36;FAR 52.225-3. Interested parties
