This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Subject solicitation number N65236-98-R-0450 is hereby issued as a sole source request for proposal (RFP), to Omni Sales, Inc., (distributor for General Digital Corporation), 7939 Honeygo Blvd., Suite 105, Baltimore, MD 21236. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. The Standard Industry Code (SIC) is 5045, with a small business size standard of 100 employees. The Contract Line Item Numbers (CLINs), description (including required part numbers), and quantities for the subject procurement are as follows: CLIN 0001 -- Control Display Unit (IP-1747/WSN-7), including: CLIN 0001AA Computer ExpansionAssemblies (P/N 90-500-002) -- Quantity sixty-five (65) each and CLIN 0001AB Keyboard/Monitor Assemblies (P/N 90-700-016) -- Quantity sixty-five (65) each; CLIN 0002 -- Secondary Control Display Units (IP-1746/WSN-7A) Wall Mount (P/N 90-600-042) -- Quantity four (4) each, CLIN 0003 -- Depot Repair Parts Kits for CLINS 0001AA, 0001AB and 0002, with an Option Lot included for additional CLINS, as follows: CLIN 0004 -- Control Display Unit (IP-1747/WSN-7), including: CLINS 0004AA Computer Expansion Assemblies (P/N 90-500-002) -- Quantity thirty-five (35) each and CLIN 0004AB Keyboard/Monitor Assemblies (P/N 90-700-016) -- Quantity thirty-five (35) each. Subject CLINS are required to serve as an operator's interface to evaluate and control the AN/WSN-7 Ring Laser Gyro Navigation System (RLGN). The IP-1747/1746 performs this task by continuously monitoring attitude (Heading, Roll, and Pitch) position (Latitude and Longitude), and velocity and rate data output of the RLGN, displaying and plotting these parameters, and storing critical data for analysis. Displays shall be provided in rack-mounted and wall-mounted packaging supporting a 13.8" high resolution (1024x768) Active Matrix Flat Panel Display with integrated Touch Screen technology. As previously stated, subject procurement is being issued as a sole source procurement, since General Digital Corporation has the sole capability of providing the industrial-quality, rack mounted and wall-mounted hardware. General Digital is the only known vendor that offers a very slim (only 3.5" tall), rack-mounted, Intel-based 200MHz Pentium computer, employing both a 3-slot IBM-compatible ISA backplane structure in conjunction with a VME-based open system architecture expansion bus. This high resolution display system is unique to General Digital, in that, it is packaged in a very slim (3.5" tall) rack-mounted package, as well as a wall-mounted display package; and, it employs a high density multifunction 200MHz Pentium CPU board supporting all PC-related peripheral functions, such that the complete system will fit within the maximum rack-mount envelope packaging of 3.5"H x 19"W x 26"D. WARRANTY: In accordance with FAR 12.404(b), offerors are required to offer the Government at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. The type of contract anticipated is a Firm Fixed Price contract. The delivery date, for CLINS 0001, 0002 and 0003 shall be 1 October 1998; whereas, delivery for CLINS 0004 and 0005 shall be twenty (20) weeks after date of exercise of option. Delivery shall be F.O.B. Destination to: SPAWAR Detachment Norfolk, 2425 Stalwart Road, Building 1558 Annex, Norfolk, VA 23521-3325. Inspection and acceptance shall be accomplished at destination, by the receiving activity. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Award of this contract resulting from this solicitation will be made to the responsible offeror whose offer conforms with all the requirements of the solicitation and whose proposal reflects the lowest cost or price. The Government reserves the right to eliminate from further consideration those proposals which are considered non-responsive. An offeror must quote on all items in this solicitation to be eligible for award. The Government intends to make a single award to the acceptable offeror whose total offer on all items is the most advantageous to the Government, on the basis of lowest cost or price. Offerors are required to include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, DFAR 252.225-7006, Buy American Act-Trade Agreements-Balance of Payments Program Certificate, and DFAR 252.212-7000, Offeror Representations and Certifications-Commercial Items, with their offer. Options CLINS 0004 and 0005 may be exercised within twenty (20) weeks after contract award.
