Phila. intends to solicit, on an unrestricted basis,for the provision of Navy Food Service Systems Software. The software shall replace the existing DOS based Food Service Management (FSM) System. Basic requirements include but are not limited to the provision of a relational database with query and report capabilities, with the system providing support for Maintenance of Activity (Ship or Shore command) Information, Maintenance of Food item information, financial accounting and reporting, unsatisfactory material reporting, inventory management, menu production, nutritional analysis, and recipe maintenance. The software must be capable of operating on a stand-alone personal computer with 16MB RAM, and shall have the capability for networking on ships and shore facilities. The FSM will be designed to operate in a Windows environments, stressing use of mouse "point and click" techniques. The system shall be Y2K compliant and shall bring the Navy FSM to meet today's and tomorrow's technological standards (to the maximum extent practicable). A Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) type contract is anticipated, with an additional cost type CLIN. Source selection will be on a 'Best Value' basis. The requirement shall consist of a prototype to be delivered to the Navy an anticipated 60 days after date of contract. This prototype shall be tested by the Navy for an anticipated period of 30-120 days. A cost type CLIN shall then be utilized to incorporate changes (if applicable) to the prototype. A Firm Fixed Price CLIN shall consist of up to 450 final copies, to be ordered on an IDIQ basis via the issuance of Orders, for installation in the approximately 450 ship and shore station general messes. Additional CLINs for maintenance and updates will be included. A contract consisting of one base year, with four, one year options is anticipated. The solicitation shall require the submission of technical proposals, and may include a requirement for a cost/price proposal as well. The technical proposal shall require the submission of software. The SIC Code is 7372 with a size standard of $18M. All responsible sources may submit a proposal which shall be considered by FISC Norfolk Det. Phila.
