synopsis/solicitation for commercial items prepared using the format in
Subpart 12.6, as supplemented with information included in this notice.
This announcement constitutes the only solicitation. Therefore,
proposals are being requested & a written solicitation will not be
issued. Purchase of the latest revision of a real-time plant risk or
safety monitor software package for use by NRC in training & regulatory
activities. For the purpose of this procurement, "real time" may be
interpreted as the completion of the solution algorithm within five
minutes after the required entries are made. The software package shall
be capable of running under the Windows 3.1, Windows 95, or Windows NT
operating systems installed on 486 or better personal computers.
SOFTWARE CAPABILITIES: 1) event tree creation and editing capability,
fault tree creation & editing capability, the capability of the
calculation of shutdown risk, & the capability of projecting plant risk
during outages; 2) the capability of importing a significant number of
plant-specific PRAs; 3) the ability to interface with the following
codes: RISKMAN, CAFTA, and IRRAS, thus the software package should be
"stand-alone". DELIVERABLES: 1) A Plant Risk software package on
magnetic media or CD-Rom(s) that includes a library of representative
PRA input plant decks for each of the following Nuclear Steam Supply
System (NSSS) vendors: ABB-CE, Babcock and Wilcox, General Electric
(including BWR-4 & BWR-6 product lines), & Westinghouse 2, 3, and
4-loop design, within 30 days of award; 2) All software documentation
manuals within 30 days of award; 3) A license that allows software
installation on an unlimited number of agency computers & the agency
local area network at an unlimited number of agency locations, to be
submitted with all offerorors proposals. Also, the Contractor shall
grant the use of the software to agency contractors; 3) During Option
Years 1-4, provide a yearly software update subscription servicefor the
software and its applicable subroutines which shall include all
improvements and enhancements made to the software & all revisions to
the associated documentation; and, 4) a 40-hour hands-on training
session on the software package at USNRC's Technical Training Center in
Chattanooga, TN (or another agreed upon location), for a maximum of ten
(10) students which covers the function, structure, use & modification
of the software. Travel costs associated with this training shall be
negotiated with the resultant awardee on a cost reimbursable basis upon
determination of the training site. Delivery is F.O.B. destination.
Award of a FFP contract will be made for a one-year base period & 4
one-year option periods. All written questions regarding this
acquisition shall be received by c.o.b., June 4, 1998. The solicitation
document & incorporated provisions & clauses are those in effect
through FAC 90-46. The following clauses are incorporated by reference
& applicable to this acquisition: FAR 52.212-1, Instructions to
Offerors -- Commercial Items, 52.212-2, Evaluation -- Commercial Items,
para. (a) The following factors shall be used to evaluate offers:
1.MANDATORY UNWEIGHTED PASS/FAIL CRITERIA -- The offeror shall assent,
without exception, to the terms & conditions of this solicitation. The
proposal shall demonstrate that the proposed software meets all of the
capabilities stated above & that the offeror is capable of providing
training & subscription services. All proposals meeting the mandatory
requirements above will be evaluated based upon OFFEROR CAPABILITY --
A. CORPORATE EXPERIENCE & CONTRACTOR PAST PERFORMANCE as described
below. As well, all Offerors of these proposals shall be required to
give a demonstration of their software package based upon OFFEROR
CAPABILITY -- B. TECHNICAL ABILITY described below. 2.OFFEROR
CAPABILITY -- A. CORPORATE EXPERIENCE & CONTRACTOR PAST PERFORMANCE (40
points) -- Extent to which the offeror demonstrates succesful corporate
experience and past performance in providing similar software &
training. To this end, the offeror shall list 5 similar
current/previous contracts awarded since January 1993. Identify ALL
contracts that were terminated for convenience or default or subject to
any disputes. References shall be 1 page w/the following format:
Contract No., Name & Address of Gov't. Agency or Commercial Entity,
Name & tel. no. of Contracting Officer, Name & tel. no. of Tech. Rep.,
Award Date, POP, Initial & Final Contract Value, Type of Contract,
Brief description of work performed indicating whether all schedules
were met. Resumes for all key personnel shall be provided along with
their availability. B. TECHNICAL ABILITY (60 points) -- Extent to which
the proposal demonstrates a significant use of the proposed software by
the commercial nuclear power industry & how well it can be used to
assist NRC staff in performing cross-check licensee calculations &
independent calculations during maintenance rule inspections. NOTE:
Offeror Capability is more significant than price. All demonstrations
will be held at a conference room in NRC Headquarters located on
Rockville Pike, in Rockville, Maryland. The order in which Offerors
will make their presentation will be determined by lottery by the
Contracting Officer after determination of all proposals which meet the
mandatory requirements. Demonstrations are tentatively scheduled for
June 17-19, 1998, for a period of 1 1/2 hours which includes a 15 to 20
minute set-up time. NRC will provide a personal computer for the
demonstration. The Contracting Officer will notify all offerors of
their scheduled demonstration date & time. Requests to reschedule will
not be entertained. Offerors are prohibited from taping or recording
their own demonstrations. The demonstration may not contain any
reference to cost. However, any applicable resource information must be
included in any demonstration material so that the Offeror's
understanding of the scope of work may be evaluated. All demonstration
material must be submitted through the technical & management
proposal. No additional information shall be allowed after the closing
date of this synopsis/solicitation. Include a completed copy of the
provision at 52.212-3, Offeror Representations & Certifications --
Commercial Items. The clause at 52.212-4, Contract Terms & Conditions
-- Commercial Items, is incorporated by reference & applies to this
acquisition & resulting contract. The following clause are also

offeror shall provide the Government at least the same warranty terms
