Request for Quotation (RFQ) for technology support to the Information
Systems Center at GSFC. The support will include the development of a
strategic planning document for the selection, development, and
technology transfer for advanced architectures and automation. This
work will also include research into architectures and advanced
networking capabilities, smart instruments, vendor-supplied information
systems, and cooperative work tools. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC
intends to purchase the support from Knowledge Evolution, Inc., in
Washington, DC, because of their unique skills and experience in
strategic planning for advanced architectures and automation systems,
and in developing long-term technology migration paths. The Knowledge
Evolution principal is well known for expertise in strategic planning
initiatives that relate to advanced architectures and the technology
transfer from government to industry.Experience to project application
and network requirements (such as high bandwidth communications), and
experience in developing long-term, legacy application migration
strategies through scenarios and organizational learning are important
to the success of this effort. The Government does not intend to
acquire a commercial item using FAR Part 12. See Note 26. Any

from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice, is solely within the discretion of the
Government. Oral communications ARE NOT acceptable in response to this
notice. All responsible sources may submit an offer which shall be
