(202) 366-4217 THIS REQUIREMENT IS DESIGNATED AS A SMALL BUSINESS
SET-ASIDE, SIC CODE 8731. The Federal Highway Administration has a
requirement for a 36 month effort to provide technical and engineering
support for its pavement technology program. This requirement has
provisions to exercise two one-year options, making the total possible
period of performance up to a maximum of 60 months. The objective of
this proposed effort is to ensure that the technologies delivered by
FHWA's research and development pavement program are ready for
implementation and deployment and to provide guidance and technical
assistance in the application of new and existing pavement
technologies. The Contractor selected for this effort will perform
laboratory and field evaluation of areas such as asphalt chemistry,
asphalt materials, pavement engineering, construction operations,
highway operations, secondary materials, and paint corrosion. The
Contractor will be required to provide technical assistance for the
formulation, development, and execution of research plans, experimental
designs, test plans and database management; instrument, collect,
document, analyze and reduce pavement response, performance and
condition data; perform laboratory tests on asphalt binders and asphalt
mixtures; perform laboratory evaluations of durability of industrial
coatings for steel, concrete, and road delineation applications. THE
CONTRACTOR WILL ALSO BE REQUIRED TO PROVIDE AN ASPHALT/ASPHALT MIXTURE
LABORATORY AND PAINT CORROSION LABORATORY TESTING FACILITIES. The
asphalt mixture laboratory facility shall have the necessary equipment
to perform the standard AASHTO test procedures and specialized binder
tests such as but not limited to T2, T11, T27, T30, T37, T44, T48,
T49, T84, T85, T111, T133, T164, T170, T179, T201, T202, T209, T228,
T245, T248, T255, T269, T275, and T283. The coatings/corrosion testing
laboratory facility shall operate and maintain a laboratory suitable
for testing the durability of industrial coatings materials. Typical
capabilities required include salt spray testing in accordance with
ASTM B117 and ASTM D5894, as well as physical testing of coating
materials such as adhesion and abrasion resistance, gloss and color
retention, and coating mix, cure and applicability properties. More
thorough descriptions of the needed laboratories will be provided in
the solicitation. Parties wishing to obtain a copy of the solicitation
