alba.sanchez@census.gov. The Bureau of the Census (BOC) intends to
contract with the National Research Council for advisory and assistance
services to conduct a study to assist in planning, acquisition,
analysis and evaluation of data needed to begin the planning for the
2010 decennial census during Census 2000. The study will be conducted
in three phases over the period September 1998 through April 2003.
First phase will consider and propose critical research for Census 2010
and critique the proposed Census 2010 Design Continuum. The second
phase will review the results of the Census 2000 evaluation studies and
experimentation, as well as related studies with specific attention to
the appropriate use of administrative records. The third phase will
examine and delineate the scope and timing of major tests in
preparation for Census 2010. This effort requires the unique
qualifications and expertise of the National Research Council of the
National Academy of Sciences on relevant issues to census matters.
Expertise required include the fields of statistics, including and
survey research; demography, social sciences such as ethnography,
social psychology and cultural anthropology, and experts who are
knowledgeable about the use of census data at all levels. These
services will be acquired on an other than full and open basis under
the authority of Executive Order 2859 as amended by Executive Order
10668. The proposed contract action is for services for which the
Government intends to solicit and negotiate with only one source. This
notice of intent is not a request for competitive proposals.
Interested persons may identify their interest and capability to
respond to the requirement. However, only proposals received within 30
days after publication of this notice will be considered by the
Government. A determination by the Government not to compete the
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
