The Naval Surface Warfare Center, Dahlgren Division, Dahlgren
Laboratory Procurement Division is implementing Electronic commerce
(EC) in the acquisition area, therefore synopsis and resulting
solicitations with any applicable amendments will be available on the
World Wide Web at http://www.nswc.navy.mil/supply under Procurement
Division. After 1 October 1997, solicitations and amendments will only
be available at the above Web sites. Hard copies WILL NOT be provided.
Vendors should regularly access the NSWCDD Web site to ensure that they
have downloaded all amendments. For solicitations issued after 31 March
1998, DOD will no longer award contracts to contractors not registered
in the Central Contractor Registration (CCR) data base. Registration
may be done by assessing the CCR Web site at http://www.acq.osd.mil/ec.
Registration may be done via dial up modem at (614) 692-6788 (User ID:
ccrpub; Password: pub2ccri). Any certified value added network (VAN)
can be used for registration. A paper registration form may be obtained
from the DOD Electronic Commerce Information Center at 1 (800)
334-3414. The Dahlgren Division, Naval Surface Warfare Center (NSWCDD)
requires technical assistance to the Theater Warfare Systems
Department, in Engineering, Systems Engineering, Warfare and Systems
Analysis, Affordability and Cost Analysis, Modeling and Simulation,
Computer Program Development/Modification, Data Management, Test and
Evaluation, Documentation and General Support. Technical support
activities shall include efforts relative to numerous Navy and/or Joint
programs and/or programmatic thrusts such as: Theater Air Defense,
Theater Ballistic Missile Defense, National Missile Defense, Battle
Management Command, Control and Communication, Land Attack Cruise
Missile, Expeditionary Warfare; Ship Combat/Warfighting systems,
Software systems, New Ship Platforms (e.g., SC-21, LPD-17), Geodesy and
Space systems, Data Communications, Networks and Scientific and
Engineering Computer systems. This technical support will require
extensive knowledge/experience of Navy/Joint systems and programs in
the areas of: engineering, systems engineering, warfare and systems
analysis, affordability and cost analysis, evaluations, assessments,
computer programs, modeling and simulations, workstations/personal
computer systems, data management and presentation. This acquisition is
anticipated to be a five (5) year CPFF IDIQ contract with term and
completion orders. The anticipated Level of Effort (LOE) is 1,966,721
manhours for five (5) years with approximately 302,600 manhours
required for the first year. Advance procurement information providing
