The Alexandria General Organization for Sanitary Drainage (AGOSD), an Egyptian public sector organization under the Ministry of Housing and Utilities of the Arab Republic of Egypt, invites expressions of interest and submission of prequalification information, for the purpose of shortlisting, from U.S. firms only who can qualify through experience with projects of similar magnitude, for the design and construction of the expansion and modification of its wastewater treatment, pumping and support facilities. The work to be provided under this design-build (D/B) contract includes the following: A. Design and construction of the primary treatment expansion of the East Treatment Plant from an average capacity of 410,000 m3 /day to 607,000 m3 /day. B. Design and construction of the primary treatment expansion of the West Treatment Plant (WTP) from an average capacity of 186,000 m3 /day to 460,000 m3 /day. C. Design and construction of modifications to the WTP Mechanical Dewatering Facility to improve H2S control. D. Design and construction of modifications to increase the capacity and reliability of six major wastewater pump stations. E. Design and construction of additional support facilities, including a training service center, workshops, a garage, storage areas, and other ancillary buildings and equipment. F. Design and construction of modifications to the truck unloading facilities at Site 9N. The sites of the Work, except site 9N, will be located in Alexandria, Egypt. Site 9N is located approximately 30 km southwest of the city. Complementary work to be provided under this D/B contract includes: A. Functional, performance acceptance and demonstration testing. B. Startup, operation and maintenance assistance including the onsite training of permanent staff assigned to operate the new facilities. C. Preparation of Operations and Maintenance manuals containing detailed information on the operation, control and maintenance of the new facilities. D. Development of a computerized inventory system to control and manage the spare parts, tools, chemicals, maintenance materials and supplies required for systems operation. E. Performance of a Dilapidation Survey for the East Treatment Plant and West Treatment Plant and provision and implementation of a groundwater monitoring and control system to protect on-site and off-site structures. F. Installation, testing and operation of Owner furnished influent screens and appurtenances at the West Treatment Plant as an early priority. The anticipated design and construction period is January 1999 through January 2001. The preliminary estimate of this project is over USD 10.0 millions. Under this procurement, a two-stage bidding process is utilized. In the first stage, technical proposals, from prequalified firms only, will be requested and evaluated. Upon completion of technical proposals evaluation, letters of acceptance will be issued to those firms whose technical proposals are deemed acceptable and in compliance with technical specifications and project requirements. The second stage will be requesting commercial bids, only, from firms whose technical proposals were found acceptable. AGOSD contemplates awarding of a fixed-price, D/B, host-country contract (HCC) to the responsible and responsive bidder whose bid conform to the solicitation requirements and provides the lowest total price. Payment will be in U.S. dollars and local currency. Financing of the U.S. dollar portion will be under USAID Grant No. 263-0241. Local currency payments will be made by AGOSD. Firms will be evaluated in accordance with the evaluation criteria found in the Prequalification Questionnaire (PQ), listed in descending order of importance. Firms are expected to comply with USAID source, origin and nationality requirements and USAID geographic code (000) as set forth in Title 22 of the Code of Federal Regulations, part 228 (22 CFR Part 228) and, to demonstrate capabilities, experience and the ability to complete this D/B project as stipulated and explained in the PQ. Participation of combinations of firms is acceptable, provided that it is in the form of a single firm as a prime contractor with subcontracts. The deadline for receipt of information will be 30 days after the date of the issuance of the PQ. Instructions for submittal of information, i.e, exact date of submission, time and place will be provided in the PQ. Late submissions will not be considered. An Invitation For Tenders (IFT) will be issued to prequalified firms only, with the intent of awarding a fixed price host country contract with AGOSD to the successful bidde on/about December 1998. The Government of the Arab Republic of Egypt and the U.S. Agency for International Development encourage and welcome in this activity the participation, to the fullest extent possible, of minorities and women both as individuals and as members of contracting or sub-contracting firms. In this respect, it is anticipated that the prime contractor will make every practicable use of such personnel and firms. (0147)
