6TSA-98-DJH-0125 is modified as follows: GSA/FTS is seeking to identify
sources and prospective vendors to provide local telephone access in
the St. Louis, Missouri metropolitan area pending award of a
Metropolitan Area Acquisition (MAA) for the St. Louis area. It is
intended that on award of an MAA in St. Louis, services obtained as a
result of this sources sought will be converted to the MAA. Vendors
should be certified, or anticipating certification, by the State Public
Service Commission to provide switched access services and intra-LATA
private line channels. The service requirements include switched access
service and dedicated intra-LATA private line telecommunications
services including but not limited to DS-0, DS-1/T1, DS-3/T3, and
facilities for the transmission of digital data at speeds varying
between 56 Kbps up to or over 155 Mbps. Access technology includes
analog (loop start and ground start) and digital (T1, ISDN BRI, and
ISDN PRI) business lines and CO trunks. All equipment, features,
maintenance, and coverage shall be, at least, comparable to that
provided commercial customers. The equipment and services mentioned
above will be used to provide telecommunications service between
specific Government sites, between Government and commercial sites,
and/or between a Government site and an inter exchange carrier (IXC)
point of presence (POP). The locations to be serviced are primarily the
St. Louis, Missouri metropolitan area. Specific requirements include
direct in dial (DID) trunks: 3 T-1's (72 trunks) for 314-539 and 2
T-1's (38 trunks) for 314-331 at 1222 Spruce and 3 T-1's (72 trunks)
for 314-538 at 9700 Page; DID numbers: 4,000 for 314-539, 3,000 for
314-331 and 5,000 for 314-538; direct out dial (DOD) trunks: 1 T-1 (19
trunks) at 1520 Market, 2 T-1's (35 trunks) at 1114 Market, 1 T-1 (12
trunks) at 815 Olive, 4 T-1's (87 trunks) at 1222 Spruce, 2 T-1's (48
trunks) at 9700 Page and 1 T-1 (15 trunks) at 4300 Goodfellow; private
line channels: 2 T-1's between 1222 Spruce and 1520 Market and 1 T-1
between 1222 Spruce and 815 Olive. Because of the diverse nature of the
Federal Government's telecommunications needs and the rapid expansion
of technology in this field, not all requirements may have been
addressed. Parties interested in providing quotes should address

respond by June 12, 1998 in order to receive a detailed package
outlining the Government's requirements. As a result of this notice, it
is the intent of GSA to enter into a Blanket Purchase Agreement with
qualified service providers for the St. Louis metropolitan area to
provide the cited services and others which may be required prior to
