January 9, 1998 as follows: The Department of Defense (DOD), Washington
Headquarters Service seeks responses from qualified contractors capable
of providing inspections, maintenance, and repair services for the DOD
Classified Waste Facility. It is anticipated that the resultant
contract will be for a base period of one (1) year with four (4) option
periods of one (1) year each, for a total of five (5) years. Government
Security Clearances will be required. It is the Government's intent to
use the two-step procedure as outlined in FAR 14.503. The contractor;s
technical proposal submitted shall give in detail the contractor's
description on how he intends to inspect, maintain, and service the
equipment at the classified waste facility. Information included should
contain examples of the contractors past performance, management and
operation skills, as well as show that the company and employees have
the required training and skills required by the state of Virginia and
any other pretinent government agency in order to perform the services
required. The evaluation of the technical proposals will include the
technical acceptance of the proposal inaccordance with standard
industry practices and the recommendations of the equipment
manufacturer, as well as the past experiene/performance of the company,
and the skill/training of the proposed employees. Technical proposals
SHALL NOT contain any prices and/or pricing information. Proposals are
due at 3:00 pm (local time) on July 6, 1998. In the second step, only
bids based upon technical proposals determined to be acceptable,
either initially or as a result of discussions, will be considered for
award, and the each bid in the second step must be based on the
bidder's own techical proposal. Offerors should submit proposals that
are acceptable without additional explanation or information. the
government may make a final determination regarding a proposal's
acceptability solely on the basis of the proposal as submitted, and the
Government may proceed with the second step without requesting further
information from any offeror; however, the government may request
additional information from offerors of proposals that it considers
reqasonably susceptible of being made acceptable, and may discuss
proposals with their offerors. A notice of unacceptability will be
forwarded to the offeror upon completion of the proposal evaluation and
final determination of unacceptability. Only one technical proposal may
be submitted by each offeror. There will be a site visit of the DOD
Classified Waste Facility. All prospective contractors are highly
encouraged to attend the site visit. For information on the site visit

package must be made in writing. Facsimile requests will be accepted,
