HQ-98-14143 -- "Information Infrastructure and Architectural Support
Contract (IIASC)." The Environmental Protection Agency, Office of
Information Resources Management, Enterprise Technology Services
Division (OIRM/ETSD) is seeking a contractor to provide services needed
to support a comprehensive, Agency-wide telecommunication and computing
infrastructure. This solicitation will procure a wide range of planning
studies and analyses that will support and/or enhance the services
provided by the Washington Metro Area Telecommunications and Computing
Support Contract (WTACS), the National Telecommunications and
Computing Support contract (NTACS), and the Mission Oriented Systems
Engineering Support contract (MOSES) that make up the Enterprise
Technology and Systems Services (ETASS) group of contracts. The IIASC
contractor will be tasked to provide advisory and assistance services
that are not within the scope of the WTACS, NTACS, and MOSES statements
of work or would create potential conflicts of interest if performed
under those contracts. The IIASC statement of work will included: (1)
enterprise systems planning and analysis; (2) high level planning and
analysis concerning EPA's overall architecture and information
strategy; (3) technology assessments and evaluations; (4) feasibility
analyses, assessments, and evaluations; (5) front-end requirements
analyses, studies and evaluations related to EPA's business process
application systems; and (6) other areas pertaining to policy analysis,
development and implementation. EPA will award a single
cost-plus-fixed-fee contract for an estimated 1,577,000 hours over the
contract's maximum period of performance. The maximum period of
performance will be 60 months (a one-year base period and four one-year
option periods). The anticipated award date is January 1999. EPA will
conduct this acquisition as a full and open competition. The IIASC
contract will contain financial incentives for the significant
utilization of small and small disadvantaged and woman-owned business
subcontractors. This procurement will be conducted using streamlined
evaluation techniques/methodologies to ensure timely award and the
selection of contractors having the demonstrated background,
experience, and corporate commitment to successfully perform all
required work. TO AVOID SIGNIFICANT POTENTIAL CONFLICTS OF INTERESTS,
THE CONTRACTOR AWARDED THIS CONTRACT SHALL BE SUBJECT TO THE
RESTRICTIONS SET FORTH IN THE ETASS CONTRACTING STRATEGY. CONTRACTORS
AND SUBCONTRACTORS WHO RECEIVED AWARDS UNDER THE WTACS AND NTACS
PORTIONS OF THE ETASS GROUP OF CONTRACTS ARE RESTRICTED FROM RECEIVING
AN AWARD ON THIS REQUIREMENT. SIMILARLY, THE CONTRACTOR WHO RECEIVES
AN AWARD ON THIS REQUIREMENT IS RESTRICTED FROM RECEIVING AN AWARD ON
THE MOSES REQUIREMENT AND VICE VERSA. THESE RESTRICTIONS APPLY TO THE
PRIME CONTRACTORS, SUBCONTRACTORS AND/OR TEAM PARTNERS. Currently, a
portion of the IIASC scope of work is supported by Technology Planning
and Management Corporation, under EPA's contract number 68-W5-0034.
