The determination to enter into a non-competitive contract is due to RSTI being the only contractor that has the required equipment which meets the Employee Education System (EES) continuing medical education criteria. The comprehensive nature of this procurement is as such that RSTI is the only responsible source who can meet our needs and no other supplies or services will satisfy EES requirements.
