Firm Fixed Price Service Contract for Helicopter Support Services,
National Wildlife Research Center for Waterfowl Capture, Eagle River
Flats, Fort Richardson, Alaska. Work will require the contractor to
provide one of the following: Huey UH-1 military; Huey UH-1 civilian;
Bell 212 civilian; Bell 205; or a Bell 204. Two (2) pilots will also be
required for this work and pilots shall be currently FAA approved and
licensed for the aircraft to be flown. Certificates shall be submitted
with the contractor's bid. Pilots shall also be required to have a
minimum of 10 hours flying time experience in performing aerial
wildlife capture with the use of a net gun. Pilots should be familiar
with the Anchorage area. Resumes shall also be submitted with the bid
outlining the experience required. Familiarity with the air traffic and
terrain over Fort Richardson and Elmendorf AFB is beneficial. All
responders are advised that this project may be delayed, cancelled, or
revised at any time during the solicitation, selection, evaluation,
negotiation, and/or final award process based on decisions related to
DoD changes and disposition of the Armed Services. 2. PROJECT
INFORMATION: The Contractor will be required to provide helicopter
support as required for aerial capturing of waterfowl in the Eagle
River Flats area for the period of 20 July 1998 through 15 August 1998
(these dates may be subject to change). A minimum of 75 hours flight
time is guaranteed with a maximum of 110 hours which may be required.
Helicopter and pilot(s) will transport two personnel, a net gun, and
two or three large dog crates on a daily basis between the dates
previously indicated. The helicopter pilot will be required to fly at
altitudes ranging from 40 feet to 100 feet and to maneuver quickly
between these elevations to facilitate capturing the ducks. Personnel
on board will be utilizing a net gun to capture the waterfowl. The
helicopter pilot will be required to hover over the waterfowl to allow
the gunner (sitting directly behind the pilot) to shoot the net gun.
The gunner's door is removed before take off. Removal of the pilots and
spotters doors will also facilitate the capture operation. All
personnel on board must be able to communicate with each other, as this
is critical for successful capture of the waterfowl. Solicitation
