commercial items prepared in accordance with the format in subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
F05604-98-Q5000 is the solicitation number of this acquisition and is
issued as a request for proposal (RFP). Solicitation document and
incorporated provisions and clauses are those in effect through federal
acquisition circular 97-4. Required delivery date is 01 Sep 98. The
base year of this contract will be 01 Sep 98 -- 31 Aug 99. Four option
years are also part of the solicitation. For information regarding
this RFP provision at 52.212-1, instructions to offerors-commercial
items, is applicable. Provision at 52.121-2, evaluation-commercial
items, applies. Paragraph 52.212-2(A) evaluation factors are: --
technical acceptability of item offered -- past performance -- price
and price related factors Offerors are required to include with it
offer, a completed copy of both the provision at 52.212-3, offeror
representations, and certifications-commercial items, and the provision
at DODFAR supplement 252.212-7000, offerors representations and

and 252.227-7015. STATMENT OF OBJECTIVES FOR COMPRESSED NATURAL GAS
(CNG) REFUELING STATION 1.0 Program Objectives. The objective of the
alternative fueled vehicle-CNG refueling program is to provide CNG
vehicle refueling capability for Peterson Air Force Base. 2.0 Contract
Objectives. The contractor, hereupon referred to as the Fuel
Contractor, shall design, fabricate, and install the CNG vehicle
refueling equipment on an Air Force prepared site location similar or
equal to the attached system specification. The Fuel Contractor shall
provide equipment to filter, compress, store, and dispense CNG at 3000
and 3600 psig into motor vehicles in gasoline gallon equivalents (GCE)
units of measurement from pipeline to motor vehicle refueling
nozzle/receptacle interface. The Fuel Contractor shall provide
refueling training at the time of initial operational status and
semiannually thereafter. The government will provide the site
preparation/adaptation, natural gas and associated piping connections,
and primary electrical facilities to facilitatethe Fuel Contractor's
equipment and accesories neccesary to prove natural gas product as
prescribed herein. 2.1 Minimum Performance Requirements. The contract
fuel provider should include the following in price per gallon
compression fee: -- All site cost, parts and labor, both routine and
unexpected for the life of the fueling contract to deliver fuel
prescribed herein, excluding damage from vehicle operator accident,
vehicle operator error (i.e., driver runs over hoses and/or pulls off
with connector engaged, etc...), wherein, the USAF shall be responsible
for costs and labor associated with such unexpected events. --
Compression service fees will be set for the term of the contract but
will include an annual cost adjustment to reflect the increase or
decrease in the National Consumer Price Index for All Urban Consumers,
U.S. City Average as issuedby the U.S. Department of Labor, Bureau of
Labor Statistics. -- The Fuel Contractor shall pass through to the
customer all natural gas charges, at the tariff established under the
base utility contract. -- The dispensing rate, from station into the
motor vehicle shall be 8.0 gallons per minute (960 scfm). -- The CNG
fueling site as well as compression and dispensing equipment shall be
constructed to meet or exceed National Fire Protection Association
(NFPA) and National Electric Code (NEC) standards. -- The government
will provide to Fueling Contractor a fuel site at no cost to the Fuel
Contactor for a term equal to the fuel contract term. All site
preparation and improvements (clearing of land, paving, curbing,
lighting, canopies, and installation of gas and electrical services)
will be the USAF's specifications and expense. The Fuel Contractor
shall provide assistance and recommendations to USAF based on previous
experience and may have final approval of site plans to assure NFPA
and NEC standards -- The Fuel Contractor shall provide an Automated
Point of Sale (POS) authorization system that is compatible with the
Air Force VIL system. * Fuel records by unit vehicle (date, time,
vehicle registration number, and quantity of fuel dispensed. * Monthly
vehicle detail fuel report by unit. -- Government will guarantee the
Fuel Contractor a Minimum Annual Fuel Sales Volume (MAFSV) equal to
70,000 GGE. -- The Fuel Contractor shall provide all maintenance
neccesary to keep the station operational. -- The Fuel Contractor shall
provide 24-hour emergency service with a 2 hour response time. -- A
percent of station up time must meet or exceed 98% "uptime" annually,
allowing four 24 hour periods per yer scheduled Preventative
Maintenance "down" days, during which the Fuel Contractor may
incorporate the training described herein. -- If after written
notification of the Fuel Contractor's deficiency in minimum performance
standards and the Fuel Contractor is unable to satisfy the USAF in a
reasonable time period, the USAF shall have the right to hold the Fuel
Contractor in Breach of Contract and seek a new Fuel Contractor. --
Peterson AFB shall reserve the right, at its discreation, to allow the
Fuel Contractor to sell CNG to third party customers. 2.2 Contractor
Qualifications. Previous to award, potential Fuel Contractor(s) must
provide verifiable experience information, including customer and
partnership contacts, validating current and past history supporting
compressed natural gas compression and delivery, under contract
arrangement, of owner/operator conditions, for at least 24 continous
months, delivering at least 10,000 GGE/per month per site/contract. The
USAF is not interested in delivery and walk-away arrangements for this
type of contract. It is imperative potential bidders be able to
demonstate current and recent capacity and expertise to bundle the
services required to deliver natual gas to fleet operations and
