are sought concerning the possible commercialization of a DOE-owned
Radon Chamber Laboratory located in Grand Junction, Colorado. DATES:
This Notice is effective on the date of publication and will remain
effective until June 30, 1998. Responses may be submitted at any time
prior to June 30, 1998. SUPPLEMENTARY INFORMATION: I. Purpose, II.
Areas of DOE Interest, III. Expressions of Interest Format. I. PURPOSE
-- The Department of Energy, Grand Junction Office, has a Radon
Chamber Laboratory located at a DOE-owned site in Grand Junction,
Colorado. Grand Junction, Colorado, is located in Mesa County,
approximately 245 miles west of Denver, Colorado. The Laboratory
consists of various "chambers" and ancillary equipment residing in a
5742 square foot building, existing on the GJO site. The operation of
the Laboratory must be accomplished at its current location. The space
which the Laboratory occupies will be leased to the firm interested in
operating the Laboratory. Once privatized, the Laboratory could perform
work for commercial entities and other public sector agencies. There is
no current federal funding source for the Laboratory and none is
anticipated from DOE in the future. This notice is an attempt to obtain
information and to identify interested private sector participants in
the possible privatization of this Laboratory. A description of the
Radon Chamber Laboratory components that fall under this possible
commercialization include a total of six chambers of various capacities
which provide services for calibration, testing, and evaluating radon
and radon-daughter measuring instruments. The Laboratory has a
radon/radon-daughter environmental chamber, alpha-track radon
calibration chamber, radon flux calibration facility, charcoal canister
exposure chamber, and a glass exposure radon chamber. The
radon/radon-daughter environmental chamber was constructed for
calibrating, testing, and evaluating radon and radon-daughter measuring
instruments. The chamber is an environmentally controlled 25,000 liter
cylindrical vessel through which air containing radon is circulated.
This chamber can regulate temperature, humidity, air particulates, gas
flow rate, and source gas. The chamber can be operated in single-pass
or recirculation modes, and features a small interlock instrument
pass-through port and a large interlock door-size entry. The
alpha-track radon calibration chamber provides radon gas in a small
chamber and is used to calibrate small, passive, alpha-track or similar
radon-measuring devices. The radon-flux calibration facility is used
for calibrating and intercomparing instruments that measure radon flux.
The charcoal canister chamber is used principally for calibration of
charcoal-type radon detectors. The glass exposure radon chamber is used
for long-term (i.e., many months) exposures of glass samples. It is
very similar in design and function to the alpha-track chamber. The
Laboratory has not been utilized for over two years. All equipment is
usable and is in good repair. It is estimated that complete calibration
and equipment check out would take a month. Depending on the nature of
the responses and subsequent determinations by DOE, a formal
solicitation for competitive proposals may be published in the future,
and award may be made based upon an evaluation of proposals received
pursuant to the evaluation criteria as stated in the solicitation. II.
AREAS OF DOE INTEREST -- The DOE is seeking to determine if there are
firms sincerely interested in operating this facility for commercial
purposes in its current location. Please submit a letter showing your
expression of interest and include the following information: 1. Brief
description of your current experience in operating environmental
testing and evaluation facilities. Any direct experience with radon
calibration facilities should be specified. 2. Brief statement on what
you think will be the probability of success of this type of
Laboratory in the Grand Junction area. 3. Your intended use for the
Laboratory (i.e. research, for profit, etc.) and the appropriateness of
the facilities and equipment for your intended use. III. EXPRESSIONS OF
INTEREST FORMAT -- The Expression of Interest should be submitted by a
letter addressed to Barbara Smith, Contracting Officer, U. S.
Department of Energy, Grand Junction Office, 2597 B 3/4 Road, Grand
Junction, CO 81503. DOE is under no obligation to pay for any costs
associated with the preparation or submission of Expressions of
Interest in response to this Notice. DOE reserves the right to respond
or not respond to any portion, all, or none of the Expressions of
