Construction of a New Addition and Renovations to the Existing C2CEN
Facility at the Integrated Support Command (ISC), Portsmouth, Virginia.
The Base Bid work includes, but is not limited to, construction of a
two-story, 31,400 square foot addition to the existing building
including a one-story, 700 square foot mechanical and storage area;
renovation of approximately half of the existing 30,000 square foot
building including minor asbestos abatement of duct seals and paved
parking for 99 spaces including service access; and landscaping. The
addition is steel frame on pile foundation with steel bar joist second
floor and roof frame; brick veneer cladding on steel studs; and metal
roof. The first floor is slab on grade. The work also includes
Additive Bid Item No. 1 to provide a screen wall for the mechanical
equipment near the main building entrance; Additive Bid Item No. 2 to
provide all trees, shrubs, and ground cover not included in the Base
Bid; and Option No. I to replace the roof on the existing 30,000 square
foot building including work on the associated mechanical equipment.
All work shall be accomplished in accordance with the specifications
and drawings for this solicitation and shall be completed within 558
days after Award. Information provided by the presolicitation notice
regarding obtaining plans is incorrect. The correct information is as
follows: plans (half-size), specifications, and all necessary bid
documents will be available on June 16, 1998 and may be obtained by
forwarding a check in the amount of $158.50 per set (non-refundable)
made payable to Ridgway's, Inc., 5001 Cleveland Street, Virginia Beach,
VA 23462, telephone number (757) 490-2305. To receive a solicitation
and be placed on the bidder's list, interested parties must submit a
written request and payment to Ridgway's. DO NOT send payment for
packages to the Coast Guard. Telephone inquiries will not be accepted.
Full-size plans are also available from Ridgway's, Inc. at a cost of
$49.50 per set (does not include specifications or bid documents). All
technical questions or inquiries shall be made to the Coast Guard no

852-3418. The bid opening for Solicitation No. DTCG47-98-B-3EFK11 will
be held on July 16, 1998 at 2:00 p.m. in Norfolk, VA. The estimated
construction cost is between $1,000,000 and $5,000,000. The
solicitation is unrestricted IAW the Small Business Competitiveness
Demonstration Program. For Minority, Women-Owned and Disadvantaged
Business Enterprises, the Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned, and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance, and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
