Work includes Construction Quality Management (CQM) services for the construction of a project that includes approximately 6,325 gross square meters (gsm) of regulatory and research laboratory space and 4,677 gsm of office space. CQM services include but are not limited to: review of 95% design documents and attendance at an on-board review session; bid and award services; project management; cost estimating and/or analysis; schedule development and/or analysis; construction evaluation and assessment of quality of work; coordination of shop drawing and submittal reviews; evaluation of change orders and proposals; development of change order documents; factory witness testing; and evaluation of compliance with relevant environmental codes and regulations. The period of performance for construction is estimated at three years (including base and all option periods) and the estimated cost of construction is between $28 and $34 million for the base and all option periods. The fixed price construction and CQM contracts will be phased to accommodate funding. The base and options for the CQM contract are as follows: Base -- 95% design review and participation in an on-board review conference; Option 1 -- Bid and Award Services for the construction contract (construction contract will be best-value negotiated procurement); Option 2 -- Core, Shell, and Site Work; Option 3 -- Fitout of laboratory space; and Option 4 -- Fitout of office space. The solicitation issue date is on or about June 12, 1998 with award planned in September 1998. The major evaluation factors include technical, cost/price, and past performance. Contractors must meet mandatory minimum qualifications in order to be further evaluated. The minimum mandatory requirements are: (1) Demonstration that the firm has been or are currently responsible for no less than three projects similar in size, type (lab/hospital/research) and technical complexity to this project within the past five years. At a minimum, one of the projects must have been completed; and (2) Demonstration that the key personnel to be assigned have been responsible for and successfully performed (or in the process of performing) the same functions on no less than two projects similar in size and technical complexity to this project within the past five years. Both minimum qualifications must be met in order to be considered further. Technical evaluations will include oral presentations and the criteria are summarized as follows (in equal or descending order of importance): (1) Professional qualifications and experience of project personnel in providing CQM services such as design review, bid and award, submittal review, construction inspection and management of large, complex, long-term phased construction projects; (2) Proposed project management plan including project staffing and management approach for the project; and (3) Corporate experience as a firm within the last five years in providing CQM services for construction of major biomedical research and/or hospital/health care facilities. Cost/price realism will be evaluated relative to reasonableness for the proposed management plan, staffing, and project requirements. Past performance will be evaluated on information obtained from references provided by the offeror as well as other relevant past performance information obtained from other sources known to the Government.
