The 30th Contracting Squadron, Vandenberg AFB, California, intends to
issue a solicitation using Simplified Acquisition Procedures to
"Replace the Leak Detection System, AAFES Service Station". The
magnitude of this project ranges between $25,000 and $100,000. Awardee
will be responsible to replace the existing "Pollulert" leak detection
system and complete a thorough test of the replacement system. The new
system must be a of a single manufacturer, be reliable, user-friendly,
and cost-effective to monitor all four tanks. The new system must
include a fuel reconcilliation system. A more detailed explanation will
be provided in any subsequent solicitation. The awardee will also be
responsible for complete repairs to the piping, vents, caps, manholes,
turbines, and annular spaces necessary to bring the UST system into
compliance with federal, state, and local laws and regulations. Work
will include replacement of concrete slab above tanks. This is not
necessarily the entire scope of work for this project. The
specifications and any project drawings will describe the work in
proper detail. Awardee may be required to submit company and employee
qualification data to evidence previous experience in environmental
compliance of UST's. The controlling Standard Industrial Code (SIC) for
this project will be 1611. Work under SIC 1799 is also included in this
project. The applicable small business size standard for this project
is not to exceed $17 million in average receipts for the preceeding
three years. THIS ACQUISTION IS BEING SOLICITED AS "FULL AND OPEN"
COMPETITION. QUOTATIONS WILL BE ACCEPTED FROM ANY RESPONSIVE AND
RESPONSIBLE OFFERER REGARDLESS OF BUSINESS SIZE. Total project
performance period is estimated at 45 days. Plans and specifications
will be provided on a "first come, first served" basis and not
reprinted once depleted. Request for Quotations is scheduled for issue
on 15 June 1998. Offers will be due within 30 days, unless a shorter
response period is approved. Award will be made to the the responsive
and responsible offerer providing the lowest, acceptable cost to the
Government. A copy of the specifications and drawings may be examined,
free of charge, after the issuance date at 30 CONS/LGCCB, 806 13th
Street,Suite 2, Vandenberg AFB CA 93437-5226. A site visit is
tentatively scheduled for 23 June 1998, 9:00AM. Potential offerers are
highly encouraged to verify site visit date and time prior to making
any travel arrangements. Attendees will be required to provide a list
of attendees on company letterhead at least one day prior to visit. You
