BOLGER CENTER FOR LEADERSHIP DEVELOPMENT IN POTOMAC, M SOL 671820-98-A-0028 DUE 062598 POC Jim Allen (202) 268-3932, Mike Szwed (202) 268-4732 The U.S. Postal Service is requesting Qualification Statements for the installation of a complete HVAC Control System consisting of a Building Automation System and an Automatic Temperature Control System for multiple buildings each currently having different manufacture control systems in a campus like setting at it's W.F. Bolger Center for Leadership Development in Potomac, MD. The system shall be complete in all respects including labor, materials and equipment. The installation must be by personnel regularly employed by the manufacturer. All automation and control components shall be integrated into a distributed network system communicating over a nonproprietary local area network. This system shall consist of field Stand-Alone Direct-Digital Controllers (DDC), Smart Local DDC's and PC-based operator workstations. The work involves a fixed price construction contract in the range of $500,000 to 1.1 million. To be considered, the Facilities Management System contractor must have a minimum of ten years experience in manufacturing, installing and servicing computerized Facilities Management Systems (FMS). All subcontractors utilized by the FMS contractor shall have a minimum of five years experience within their appropriate trades. The FMS contractor must have completed multiple projects within the last five years; which are at least equal in dollar value and scope to this project. A list of similar projects, dollar volume, scope, contact name and contact number must be provided by the FMS contractor. Respondents must complete and return by the specified date Parts A,B & C of the Qualification Statement. The pre-qualification will be based on the technical qualifications of the offerors, and the final award of this project will be competed among the pre-qualified contractors only. The evaluation of the Qualification Statement will be based on the following criteria listed in order of importance. Part B Qualification: Experience, Past Performance, Organization, Technical Capability, Responsibilty Verification and Backlog. Part C Management Plan: Project Management, Construction Phase, Schedule, Safety Program and Accounting System. Ranking of Part B will Constitute 60% and Part C 40% of the overall evaluation of the Qualification Statements. Only the most highly qualified, financially capable contractors will be pre-qualified.
