This notice is being issued as a Request for Offer (RFO)5-58058/243 for the acquisition of 13 each Ultra Low Noise Motor Controllers, 3 axis, closed loop, with position and limit displays, input voltage 110-120V, encoder resolution 0.5 um, Burleigh Instruments Part number 6200ULN-3-3-1-3; 39 each Inchworm motors, 6.25mm travel/0.5um encloder, Part number IW-710-00; 3 each Computer interfaces, WIN95/LabView, including labview drivers and cable, Part number 671-2; and 1 each handset, Part number 6005. NASA/GSFC intends to purchase these items from Burleigh Instruments, Inc., of Fishers, New York. The authority for other than full and open competition is 10.U.S.C. 2304(c)(1) -- Only One Responsible Source. Burleigh Instruments is uniquely qualified for this work. It has developed actuators that are able to meet the following requirements: 1) a total travel range greater than or equal to 6 millimeters; 2) a step size (i.e. resolution) less than or equal to 10 nanometers; 3) a force capability of supporting and actuating greater than or equal to 8 pounds using 6 actuators in a hexapod configuration; 4) ability to hold position with the power turned off; 5) a reasonably small package size to be able to design it into the testbed hexapod mechanism; and, 6) is commercially available. Delivery of these items is to be accomplished 30 days after contract award. Interested firms have 15 days from publication on the NAIS and Commerce Business Daily (CBD) to submit their qualifications/capabilities to the identified point of contact. Firms desiring consideration must provide a written technical narrative statement of its capability, including detailed technical information demonstrating their ability to meet this requirement. The response shall be sufficiently detailed to permit Agency analysis of the data to establish its bonafide capability to meet all of the requirements. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competititive basis. Responses received after 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. The use of faxed or e-mail information rests solely with the interested party. No collect calls will be accepted. A determination by the Government not to compete this proposed contract on a full and open competitive basis based upon responses to this notice is solely within the discretion of the Government. The Government intends to acquire a commercial item using FAR Part 12. The procurement is being conducted under the NASA MidRange Pilot Test Program approved by the Office of Federal Procurement Policy. The provisions and clauses in the RFO are those in effect through FAC 97-4. Firm date for receipt of proposals will be stated in the RFO.
