COMMERCE BUSINESS DAILY ISSUE OF JUNE 2,1998 PSA#2107

Bureau of Reclamation, Acquisition Operations Group, Code D-7810, Denver Federal Center, PO Box 25007, Denver CO 80225

66 -- INSTRUMENTS & LABORATORY EQUIPMENT -- NOTICE OF INTENT TO NEGOTIATE ON A SOLE-SOURCE BASIS SOL 98SQ810050 DUE 060598 POC Ann Capron by fax (303)445-6345 WEB: AAMS Current Solicitation Listing, http://www.usbr.gov/aamsden/. E-MAIL: Ann Capron, acapron@do.usbr.gov. The Bureau of Reclamation (Reclamation) intends to award on a sole-source basis with Hydrolab Corporation, Austin Texas, for the purchase of multiparameter water quality monitoring equipment to replace old, non-repairable systems and components of existing systems. Compatible data displays and multiparameter water quality monitoring probes are necessary for use with existing instrumentation. In water quality monitoring and profiling, equipment consistency is vital in comparing data and analysis of effects of ecosystem changes. The data displays must be transferrable between underwater sondes for calibration and field flexibility. The monitoring sondes must have capacity for extended memory for long periods of remote deployment and data logging in sometimes harsh field conditions. Many bureau reservoirs are deep (over 150 meters), so the underwater sondes and depth sensors must be able to operate to at least 180 meter depths. The sondes must also have the capability to interchange ion specific probes (including chlorophyll and dissolved gasses) as the specific studies and conditions require. Presently, Hydrolab Corporation is the only known source of this instrumentation which is compatible with our present system. The Government intends to solicit and negotiate with only one responsible source under the authority of FAR 6.302-1. Reclamation has found no other manufacturer that is compatible or has the extensive multiparameter features and ability to expand the memory. A justification for "Other Than Full and Open Competition" has been prepared in support of this acquisition. This notice is not a request for competitive quotes. All responses received within 5 days of publication of the synopsis from responsible sources will be fully considered. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by FAX at (303) 445-6345, Attention Ann Capron. (0149)
