will be released on or about 06 July 1998. IAS-1 requirements consist
primarily of COTS hardware and software, network integration, and
engineering and support services with pricing for equipment on a
purchase and lease (straight and LWOP) basis and with services priced
hourly, daily, weekly, monthly, and yearly. Included as part of the
requirement is global certification of technical compliance by
prospective contractors. The Government intends to solicit proposals on
a full and open competitive basis from qualified organizations to award
a 5 year (1 base year and 4 option years) firm-fixed-price, ID/IQ
contract. Award will be based on a best value, trade-off process
approach. The RFP will be made available on the CECOM Business
Opportunity Page web site http://acbop.monmouth.army.mil/. No hard
copies of the RFP are being distributed. This announcement also puts
prospective offerors on notice of the required early submittal of the
performance risk portion of theirproposal. The required due date for
the early submittal is NLT 2:00 p.m. EST, ten calendar days following
the release date of the RFP. Specific contents of the required early
submittal are within IAS-1 Document, Draft RFP Part E-1, and can be
obtained at the CECOM Business Opportunity Page web site identified
above. For general information, the early Performance Risk submittal
includes the following items: List of Major Subcontractor Information,
