The Clothing & Textiles Directorate of the Defense Supply Center
Philadelphia (DSCP) will be soliciting proposals for a Christian
Ecclesiastical Prime Vendor (CEPV). Items to be included in this
program are commercial Brand Name religious supplies to support
Christian and Catholic chaplains in all military services. A wide
variety of items are included -- approximately 500. The CEPV is
responsible to: assure that all items are manufactured in accordance
with the brand name descriptions; provide a 100% fill rate for all
items within the delivery timeframes and offer expedient solutions to
"out of stock" positions; deliver supplies in designated time frames to
customers worldwide at multiple destinations; receive and transmit
various documents via EDI ANSI X12; provide for surge capability on
certain items categorized as "seasonal" or "go-to-war"; provide for a
one-for-one replacement warranty for defective items. The solicitation
will be issued on an Unrestricted basis and will result in a firm
fixed price, Indefinite Delivery/Indefinite Quantity Type Contract. The
contract period will be a one-year base term and four (4) one-year term
options. The estimate dollar value for each year will be a Minimum of
$1,000,000. The Maximum for the base year is $15,000,000, with the
Maximum dollar value increasing by $5,000,000 for each option year.
Delivery timeframes will be 7 days for most items and 30 days for
furniture. The acquisition will utilize the Tradeoff Process (Best
Value Source Selection), which will allow the Government the
flexibility to select a source whose proposal demonstrates the greatest
probability of successful performance. Both technical and price
proposals will be required at the time of solicitation closing.
Technical merit is more important than price. Evaluation factors in
descending order of importance are: Past Performance/Experience Product
Requirements; Electronic Data Interchange; Quality; Surge/Mobilization
Capability; Socioeconomic Considerations/DLA Mentoring Business
Agreements Program. Expected solicitation issuance date is July 10,
1998. A DRAFT Statement of Work and a listing of all items (Appendix A)
are available now for review. An Information Conference will be
conducted in Philadelphia on or about Thursday, June 25, 1998. Vendors
are invited to attend to comment on the draft and ask questions.
