National Risk Management Research Laboratory, Air Pollution Prevention
and Control Division, has a requirement for a feasibility study to
identify Taiwanese plants that have the greatest potential to host
reburning technology demonstrations for NOx emissions control. The
purpose of the study is to identify the candidate plants at which the
installation and operation of a natural gas reburning system is most
likely to result in the most cost effective reductions of NOx without
causing significant adverse impact to plant operability. The
feasibility study will examine plant design; fuel types, availabilities
and costs; and operating characteristics from the perspective of how
well reburning can be expected to work at each candidate plant. Factors
to be evaluated include available space for installation and of reburn
fuel and burnout air ducting, potential residence times between the
reburn fuel injectors and burnout air ports and between the burnout air
ports and the convective section, availability of natural gas,
reactivity of the primary fuel (usually coal), and plant operating
cycle. Tasks shall include attending an initial meeting RTP, N.C.
approximately two weeks after purchase order award and a second meeting
in Taiwan about 8/15/98 where the Contractor shall present the study
findings. A final report shall be due 9/30/98. Requests for quotations
will be issued on or about 5/15/98 and awarded approximately one week
thereafter. Responsible sources may submit quotations which shall be
