BUILDING MATERIAL, AQUEOUS, AND WIPE SAMPLES TO BE COLLECTED AT THE
WHITE CHEMICAL CORPORATION (WCC) SUPERFUND SITE, NEWARK, ESSEX COUNTY,
NEW JERSEY: USEPA Contract No. 68-W9-0051. INVITATION FOR BID NO.
8001-232-LAB1. POC: Lisa D. Greco (201) 529-4700 Ext. 201. Bids for the
laboratory analysis of soil, building material, aqueous, and wipe
samples to be collected at the WCC Site, a Superfund (NPL) hazardous
waste site in Newark, Essex County, New Jersey, will be received by the
ENGINEER, Malcolm Pirnie, Inc., One International Boulevard, Mahwah, NJ
07495-0018, until 3:30 p.m. local time on Thursday, June 25, 1998 at
which time and place, the bids will be privately opened. Bids received
after the stated date and time will not be considered consistent with
applicable FAR/EPAAR provisions. Bids received through the mail shall
be made in accordance with FAR 52.214-7 and will be accepted by the
ENGINEER in accordance with FAR 52.214-7. FAXED Bids will not be
accepted. The WCC formerly manufactured a variety of acid chlorides,
brominated organics, mineral acids and fire retardant compounds.
Although very little site-specific background data exists that
identifies contaminants of concern at the site, the following types of
chemicals were removed from the site during a USEPA removal action:
acids, poisons, corrosives, flammable liquids, oxidizers, air/water
reactives, and lab reagents. Historical site information from a
facility WCC operated in Bayonne, New Jersey indicated the presence of
volatile and semi-volatile organic compounds, metals, and brominated
compounds. In add~ition, due to the use of certain precursor chemicals,
dioxin may also potentially be present. The scope of work described
herein is in support of a Remedial Investigation/Feasibility Study
(RI/FS) being undertaken at the WCC site. This non-RAS laboratory
analytical program consists of chemical (Target Compound List (TCL)
volatiles utilizing SW-846 8260B, total phenols, corrosivity, cation
exchange capacity (CEC), total organic carbon (TOC), TCLP parameters,
total dissolved solids (TDS), alkalinity, sulfate, nitrate, chloride,
lead, TCL, utilizing CLP SOW Organic OLM03.2, or latest revision, and
Target Analyte List (TAL), including CN, utilizing CLP SOW ILM04.0, or
latest revision) and physical parameters (hydraulic conductivity,
atterberg limits, moisture content, grain size, and bulk density)
analyses. The following lists the approximate number of samples for
each analyses: TCL volatiles, 210 soils and 20 waters; total phenols,
235 soil/wipe samples and 53 waters; corrosivity, 210 soils; CEC, 98
soils; TOC, 210 soils and 24 waters; TCLP, 55 soil/building material
samples; TDS, 29 waters; alkalinity, sulfate, nitrate, and chloride, 24
waters; lead, 12 paint/dust samples; TCL, 25 wipe samples; TAL,
including CN, 25 wipe samples; hydraulic conductivity, 10 soils;
atterberg limits and bulk density -- min and max, 25 soils; and
~moisture content and grain size, 35 soils. Analytical methods, holding
times, QA/QC requirements, reporting requirements and any other special
instructions are detailed in the statement of work for each parameter.
The data package generated as the final deliverable must be equivalent
to the CLP RAS format and Level IV data quality. The laboratory must
submit all documentation associated with the analysis of the samples
including the packing list/Chain-of-Custody forms, a copy of this
request and analytical results on tabulated forms (the data sheets must
include the dates the samples were collected, received and analyzed by
the laboratory). Sample results, instrument calibrations, calibration
verifications, internal laboratory spike analyses, duplicate/replicate
analyses, blank analyses, background analyses, and sample spike
analyses, must be reported in tabulated format. All QA/QC information,
standard information and instrument printouts, as applicable, must be
provided. The laboratory is required to submit two electronic
deliverables for all the data; a GIS/key deliverable and a New Jersey
Department of Environmental Protection (NJDEP) electronic deliverable
as specified in the Technical Requirements for Site Remediation
N.J.A.C. 7:26E. The laboratory must supply any and all information
required to reproduce, during independent data review, all results
reported by the laboratory. For each analysis, the laboratory must
supply a detailed example calculation that clearly demonstrates the
manner in which the initial and final result were derived. Where
applicable, each component of the calculation must be explained. A
written case narrative describing any problems encountered in receipt
and/or during analysis of the samples, and the corrective actions taken
(including telephone logs, etc.) must be included in the data package.
The case narrative must describe the actual methods used from
preparation to analysis. It is estimated that the soil, building
material, aqueous, and wipe samples will be collected over a 6 month
period beginning around August 1, 1998. The proposed scope of work
represents a diverse combination of analytical parameters that may not
be within the in-house capabilities of all analytical laboratories.
The prime laboratory subcontractor may sub- subcontract portions of the
work, however, preference will be given to a prime laboratory that can
perform in-house the highest percentage of the total scope of work.
Unused portions of the samples may be returned to Malcolm Pirnie at the
WCC site after analysis is completed. Bid Documents may be examined at
the office of Malcolm Pirnie, Inc., One International Boulevard,
Mahwah, New Jersey. Copies of Bid Documents may be obtained at the
office of the ENGINEER on or after May 29, 1998 between 9:00 a.m. and
3:30 p.m. or by mail or fax addressed to the POC. The ENGINEER will not
be responsible for full or partial sets of Bid Documents, including any
Addenda, obtained from any other source. All Bids shall be made on
forms furnished in the Bid Document and shall be enclosed in a sealed
envelope marked on the outside with "White Chemical Corporation Site,
Newark, New Jersey, Laboratory Bid No. 1 Enclosed" and addressed as
follows: Malcolm Pirnie, Inc., One International Boulevard, Fifth
Floor, Mahwah, New Jersey 07495-0018, Attention: Lisa D. Greco. The
name of the Bidder and its address shall be plainly marked on the
outside of the package. To perform this work, the successful Bidder
shall hold or obtain all licenses and permits as required by federal,
state, and local statues. Before a subcontract is awarded, the selected
laboratory will be requested to demonstrate the following: current or
prior CLP participation; acceptable performance on applicable
Performance Evaluation samples as well as recent State laboratory audit
findings; an effective Quality Assurance Program; a Statement of
Qualifications. The ENGINEER will conduct such investigations as is
necessary to determine the performance record and ability of each
Bidder to perform the size and type of work described in the Bid
Documents. Upon request, the Bidder shall submit such information as
deemed necessary by the ENGINEER to evaluate the Bidder's
qualifications. Selection will be based on price and qualifications of
responsible bidders. Before a subcontract is awarded, compliance with
all USEPA requirements specified in the Bid Documents must be
demonstrated and will be subject to USEPA review and consent. The
ENGINEER reserves the right to: (1) reject all Bids or any Bid not
conforming, in the sole opinion of the ENGINEER, to the intent and
purpose of the Bid Documents; (2) postpone the award of the
subcontract, (3) cancel this solicitation at any time prior to
