CONSTRUCTION PHASE SERVICES AT THE SMITHSONIAN INSTITUTION
ASTROPHYSICAL OBSERVATORY, HAWAII. SOL F9836SOL0041 POC POC -- Mark
Jesten (202) 287-3233 A/E planning, design and construction phase
services for various architectural, civil, structural, mechanical, and
electrical projects at the Smithsonian Institution Astrophysical
Observatory Facilities, Hawaii. Required services include, but are not
limited to, A/E studies, cost analyses, preparing construction
contract documents for architectural, civil, structural, mechanical,
electrical, fire protection, security systems, and hazardous material
abatement projects. Work may include building repair or renovation,
facility improvement projects, and a limited amount of new facility
development. Project locations are on the island of Hawaii, at sea
level and at the summit of Mauna Kea. Other services may include
construction management and inspection, submittal review and preparing
record drawings, concept studies, renderings, and interior space
planning. Design and construction of all projects will utilize metric
(systeme international) systems measurement. A base year contract with
four (4) one (1) year options is anticipated. A maximum contract
amount of $1 million is anticipated over the 5 year period of
performance, and it is possible that there may be few or no orders
issued in some option years. Firm evaluation and selection will be
conducted in accordance with FAR 36.6 and be based on the following
evaluation criteria: 1) Specialized experience and technical competence
of the lead firm and major sub-consultants working as a team to design
new facilities and design for repair or renovation of facilities while
maintaining operations, particularly administrative, scientific, and
laboratory facilities; 2) Sensitivity to environmental concerns, and
experience with section 106 archeological review process; 3) Past
performance on contracts in terms of cost control, quality of work,
responsiveness and compliance with performance schedules; 4) Firms
located in the state of Hawaii (preference will be given to firms
located in the state of Hawaii with knowledge of the locality of the
project); and 5) CAD capability. The successful firm will be expected
to sign a standard, unmodified Smithsonian A/E contract. Interested,
qualified firms are invited to submit completed Standard Forms 254 and
255 and other appropriate data to Mr. Thomas P. Myers, PE, Office of
Physical Plant, Smithsonian Institution, 955 L'Enfant Plaza, SW, Suite
3230, Washington, DC 20024, no later than 3:00 pm on the 30th calendar
day (excluding Saturdays, Sundays or Federal Holidays) after the
publication of this notice. Failure to submit SF 254 and 255 forms will
render the submission unacceptable. Fax submissions will NOT be
accepted. The SIC code for this action is 8712. Preface submission with
an attached original and a loose copy of a brief letter on company
letterhead. The Smithsonian will dispose of submitted material 60 days
after receipt unless a specific written request is made for its
return. Returns will be at the expense of the firm submitting the
