provide all labor, supervision, parts, including economizer tubes,
materials, chemicals, shipping, and tools necessary to remove and
replace the existing economizer in boiler #4 in the Central Heat &
Power Plant (CHPP), Fort Wainwright, Alaska. The Bent Tube Boiler,
serial number 61929-2, National Board No. 2033, was manufactured by
Wickes Boiler Co. of Saginaw, Michigan, Circa 1953. The economizer
sections measure approximately seven (7) feet in width by three feet
eight inches (3'8") in height by twenty two (22) feet in length. There
are four (4) economizer sections, each section contains 26 columns of
tubes lengthwise and twelve (12) rows of stacked tubes. There are
thirteen (13) carryover tubes tying each section together. In addition
to each section having supports on each end, there are two (2)
midrange supports on each section. The contractor shall replace the
economizer with the same quanitity of tubes, supports and surface area
as currently installed. The economizer tubes are two (2) inches in
diameter, with a wall thickness of point one eight zero (0.180) in
accordance with ASME B31.1, Power Piping, Specification SA178. There is
thirteen thousand two hundred thirty (13,230) square feet of heating
surface. Any asbestos abatement required during replacement of the
economizer shall be defined by the contractor and the asbestos removed
by the Government. All welding shall be performed by a cetified welder
meeting the Weld Performance Standards listed in the Contractor's "R"
(Repair) Stamp issued by the National Board of Boiler and Pressure
Vessel Inspectors. The contractor shall provide a certified Boiler
Inspector for final testing and inspection of the economizer
installation, and furnish three (3) bound copies of the Boiler
Inspection Report to the Contracting Officer after inspection
completion. This requirement is 100% set-aside for small business, SIC
7699, the size standard for which is $5 million average annual
receipts. All offers submitted by responsible small business offerors
