303-393-2860 This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. Solicitation
554(NASC)-7-98 is a Request for Quote. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 98-4. The SIC code is 3534 and the small business
size standard is 500. VISN 19 requirements: 1) Fifty Three (53) each
elevator talking devices to include necessary options; 2) Install Fifty
Three (53) each devices at various VA Medical Centers located in
Colorado, Montana, Wyoming and Utah. Site specific information will be
released upon written request, preferably Email. The company shall
provide personnel, equipment and supplies necessary for the
installation of the talking devices in the elevators. The VISN requires
the same or equal item identified as follows: Smartspeech is a
microprocessor based system that informs waiting passengers of an
elevators direction of travel, notifies riding passengers of the next
stop and tells them what to do under various emergency conditions. It
is designed as an add on that can become part of any manufacturers
elevators, whether in a new installation or a retrofit addition. It can
be installed on the elevator or in the machine room and can serve up to
twelve floors. The system in non-invasive of the elevator controls
because optical isolators connect elevator circuits to Smartspeech,
ensuring that elevator operation cannot be affected. Programmed
announcement requirements shall be identified by each COTR. Devices
should be installed in accordance with manufacturers specifications and
have a standard warranty. Suggested source of supply is Smart
Technologies at 630-717-1212. Offerors responding to this announcement
shall provide the information contained in FAR clause 52.212-1,
Instructions to Offeror -- Commercial Items, and shall include a
completed copy of provision 52.212-3, Offeror Representations and
certification -- Commercial Items. An authorized representative must
sign the representations and certifications. The offeror shall also
provide its Contractor Identification Number (DUNS), and Tax
Identification Number (TIN). Clause 52.212-2, Evaluation -- Commercial
Items. The Government will award a contract resulting from this
solicitation to the responsible offeror whose quote will be most
advantageous to the Government, price and other factors considered.
Evaluation factors are: 1) Price; 2) Technical capability (equal
importance). Offer shall submit three references that you have
performed a similar or same type service. Clause 52.212-4, Contract
Terms and Conditions -- Commercial Items. Clause 52.212-5, Contract
Terms and Conditions required to implement Statutes or Executive Orders
-- Commercial Items. Clause 52.228-5, Insurance -- Work on a Government
