(606) 253-8880 The Federal Bureau of Prisons, Federal Correctional
Institution (FCI) Manchester, Kentucky intends to award a Non-Personal
services contract for Quality Assurance/Improvement Specialist
Services. The contractor will be responsible for the following: 1) The
collection of data from medical records and other recorded resources
relating to the Improving Organizantional Program (IOP)and activities.
2)The collection of data to perform monitors involving all processes
of the Health Services department, Risk management issues, Utilization
review, and peer review. 3) Generating and submitting reports to the
IOP committee; which includes, the indentification and establishmnet of
clinical indicators, initiation of proper follow-up and focus review
procedures, and written reports detailing all IOP activities. Quality
Control Monitors are completed according to established guidelines,
recommendations, and schedules set forth by the IOP Committee. 4) The
collection of data involves all patient activiites and administrative
procedures and processes generated by the Health Services department.
Some examples of Health Services activites are monitoring and recording
performance measures of adverse trends in patient care outcomes,
morbidity and mortality reports, chronic care clinic monitoring,
continuity of patient care, medical record processes, laboratory
procedures, radiology procedures, cost-containment activities, outside
medical care, and revisions of protocols. The Bureau of Prisons
anticipates a Firm Fixed Price, Requirements type contract. This
solicitation is 100% set-aside for small business concerns. The
contract will include a base year, with four (4), one (1) year option
periods for renewal, with an anticipated award date of October 1, 1998.
Option year #1 will consist of 780 estimated sessions per year (1
session = 2 hours in length, 3 days per week). Option year #2 will
consist of 780 estimated sessions per year (1 session = 2 hours in
length, 3 days per week). Option year #3 will consist of 780 estimated
sessions per year ( 1 session = 2 hours in length, 3 days per week).
Option year #4 will consist of 780 estimated sessions per year ( 1
session = 2 hours in length, 3 days per week). The anticipated date
issue date of this solicitation is June 15, 1998 with an anticipated
receipt of offer due July 14, 1998. All responsible sources may submit
a bid, proposal, or quotation which shall be considered by the agency.
