THIS IS A COMBINED SYNOPSIS/SOLICITATION PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR PART 13, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation, #53SBNB867070, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. This procurement is set aside for small business. The associated Standards Industrial Classification Code (SIC) for this procurement is 8733, and the small business size is $5 million. The National Institute of Standards and Technology (NIST) has a requirement for technical support for experiments in Bose Einstein condensation and evaporative cooling in the Laser Cooling and Trapping Group. The Contractor shall perform the following: (1) data collection and analysis; experiment design; design and construction of electrical, optical and magnetic components necessary for the experimental goals; maintenance of experimental and optical components to keep experiments operating. (2) Design and construct an advanced magnetic trap to be used in experiments on evaporative cooling and photoassociation. The requirements for the magnetic trap are: Bias Field: variable from 0 -- 400 Gauss; Maximum axial curvature (d2B/dz2: 300 Gauss/cm2; Maximum radial gradient (dB/dr): 300 Gauss/cm; and Minimum size of aperture in windings: adequate to allow 1" x 1.25" rectangular cyl. (3) Design, construct, and implement an experiment to measure diffraction of a sample of Bose condensed atoms off a standing light wave. An evaluation of efficiency, momentum analysis of the products, and effects of spontaneous emission shall be included in the study. (4) Design, construct, and implement measurements of the Bragg diffraction of a sample of Bose condensed atoms from a standing light wave. Measurements of efficiencies; measurement of the resonance condition necessary to achieve Bragg scattering; measurements of higher order Bragg scattering; and an evaluation of the limitations on momentum transfer imposed by spontaneous emission effects shall be included in the study. (5) Design, construct, and implement an output coupler based on Raman scattering suitable as a building block for an atom laser. The output coupler shall produce a well-collimated beam of atoms travelling in a specified direction. The state of the atoms shall be such that they no longer feel the magnetic trap. The output coupler shall be synchronized with the rotating field of the TOP trap, and the achievable repetition rate should be measured. An efficiency and momentum analysis shall be performed on the output coupler beam of atoms. The Contractor shall provide progress reports to the technical point of contact (to be specified in the order) which shall be due 60 days, 120 days, and 180 days after the order is placed. The Government anticipates award of a purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose quotation, conforming to this synopsis/solicitation, will offer the best value to the Government, price and other factors considered. Evaluation Criteria to be included in this acquisition are as follows: Technical Ability to Meet or Exceed the Government's Requirements, Past Performance, and Price. Technical evaluation criteria, when combined, are significantly more important than price. Offerors shall include with their quotation evidence of their ability to perform the required work (this may include pervious contracts for similar work, Curriculum Vitae, etc). Offerors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need or the offeror's taking exception to it. The period of performance for this acquisition is from the date the order is placed through 180 days thereafter . The FOB point for deliverables is Destination, Gaithersburg, MD. The quote shall include the price as Contract Line Item Number 0001 -- Technical support for Experiments in Bose Einstein Condensation & Laser Cooling, one job. The quote shall be based on a firm fixed price.
