Ms. Algeria Tate, DARPA/CMD): The Program Manager, Discoverer II Joint
Program, will host a day-long, unclassified review of the Discoverer
II program for interested representatives of U.S. Government and U.S.
industry only, 24 June 1998, at the Johns Hopkins University/Applied
Physics Laboratory (JHU/APL), Laurel, MD. The Discoverer II program
(descendent of the DARPA STARLITE concept) is a joint DARPA, Air Force
and National Reconnaissance Office (NRO) program to develop and
demonstrate an affordable space-based radar (SBR) providing high range
resolution ground moving target indication (HR-GMTI) and synthetic
aperture radar (SAR) imaging capabilities, as well as direct theater
tasking and downlink to the warfighter. Current program plans envision
the competitive design of the Discoverer II system (space and ground
segments), the fabrication of two satellites, and the conduct of a
one-to-two year (FY03-04) on-orbitconcept demonstration. The primary
Discoverer II program objective is to sufficiently evolve technology to
enable deployment of an affordable SBR constellation (average satellite
acquisition cost of less than $100M) that addresses theater
reconnaissance and surveillance needs. The intent of hosting a briefing
to industry is to introduce the Discoverer II Joint Program Manager and
members of the program staff, describe the joint program organization,
specify appropriate channels for communicating with the joint program,
and review program history, objectives, current status, schedule,
funding, on-going risk reduction activities (such as the efforts to
design a spaceborne low-cost, light-weight, multi-mode, phased array
radar), and on-going programs to field upgraded/new tactical
reconnaissance tasking, data processing, exploitation and dissemination
systems. The Joint Program Manager will also encourage input from
industry on the Discoverer II schedule, and the structure of the
forthcoming solicitation for proposals for Discoverer II system design,
integration and demonstration (planned for initial release in late
summer 1998). Organizations wishing their representatives to attend
